CWSA hears details about proposed Emerson Village project

During the Coplay Whitehall Sewer Authority May 15 meeting, W.B. Homes Project Manager Justin Strahorn addressed the board with an overview of the Emerson Village project.

This is a proposed 55-and-older community of 116 new units in Whitehall Township at 3626 Rural Road. The plan reportedly hasn’t changed and is on track to start in June.

Strahorn also presented a detailed overhead projection of the sanitary sewer main extension plan for the project. Later in the meeting, a vote for the conditional approval was conducted. This motion was approved and carried.

General Manager Matt Harleman had a list of questions and topics for clarification about this project, including if the properties will have basements or sewer hookups. Strahorn noted only a few with have basements and none will have hookups.

The question of easements was discussed, and it was agreed an agreement is needed to be drawn up due to private roads involved.

Harleman recommended CWSA take before and after photos or videos of the ongoing construction.

A concern about a residential driveway that will be affected was brought up. W.B. Homes will take responsibility for the complete restoration of this driveway, concrete apron and depressed curb.

W.B. Homes will initially have a few model homes, then build new homes as they are sold to customers. The installation and construction of sewer lines will be inspected by CWSA.

In other business, Harleman mentioned the air cabinet he reported on being delivered at the April meeting was started up this month. He also said pump No. 3 at the Eberhart Road pump station was replaced this month and that makes the station fully operational again.

Harleman said the office generator project got started this month, which was previously approved by the board. This is being installed by Albarell Electric, and some components were delivered this month. They’ve started running conduit along the rear of the CWSA building.

CWSA Operations Manager Mike Melosky had a brief operations update, stating they have 12 repairs that are going to be done in June or July.
