Hanover to bid Lloyd St. project
At Hanover Township, Lehigh County, Council’s April 16 meeting, council approved ordinance 662, bill 2025-02, that approved the solicitation of bids for a contract for the construction of the Lloyd Street milling and overlay project.
Its approval, in an amount to not exceed $700,000, is subject to certain change order and unit price adjustments. The bid awarding must be made by a resolution from council after public bidding.
Ordinance 663, bill 2025-03, would initiate a referendum for the purpose of amending Article VIII, Section 8.01, of the township charter to provide the authorization of contracts for the construction of public capital improvements shall be made by council resolution. The ordinance was tabled.
Council also tabled the introduction of ordinance 664, bill 2025-04, to initiate a referendum for the purpose of amending Article III, Section 3.02, of the township charter to provide the effective date of any change in the salary of any member of council shall be governed by the state constitution.
Township Solicitor Jackson Eaton noted complex issues, such as the township charter not being in accord with the Pennsylvania Constitution, necessitates more consideration, resulting in council tabling the ordinance.
Township Manager Melissa Wehr noted the township’s spring newsletter is finished and available.
She also added Han-le-co Fire Department submitted its request for new radios that will be purchased through Lehigh County. Wehr said the radio proposal will go to the county with an estimated cost of $331,000. Lehigh County’s plan is to gather all the radio requests throughout the county to make a bulk purchase that will reduce the cost.
There was a brief discussion about a streetlight that was out in the township for more than a year. There was reportedly an issue that was repaired with the electric company about jurisdiction over maintaining the light’s operation. It was mentioned the township office contacted the electric company numerous times, spanning 15 months, requesting the repair.
Council approved the payment of township bills through April 16 in the amount of about $181,000.
At the close of the meeting, there were a few moments of merriment. Longtime township treasurer and clerk Audrey Anderson was serenaded by council, administration and attendees at the meeting in honor of her birthday. In true humble form, Anderson was speechless after council, administration and the audience sang to her. The goodwill in the room was palpable. It was an example of “well-done moment.”
