Truck restriction on Chestnut Hill Church Road discussed

The Lower Milford Township Board of Supervisors held its regular meeting Feb. 6 which began with a call to order, followed by the Pledge of Allegiance. There were no public comments at the start, with comments welcomed throughout the evening.

The board announced an executive session had been held Jan. 13 for personnel and litigation matters. The minutes from both the Jan. 6 organizational meeting and the regular meeting were reviewed and approved.

The township treasurer presented the financial report for Dec. 31, 2024, detailing fund balances, including a general fund balance of $1,920,291, along with allocations for fire, sewer, capital reserves and other township initiatives. Due to time constraints, the treasurer’s report for January will be presented at the March 20 regular meeting. The board then authorized the payment of February bills.

Reports from various departments were presented, including updates from the township administrator, zoning office, public works department and administrative assistant.

The Macungie Ambulance Corps submitted its December 2024 report, showcasing four calls to the township. The Lower Milford Fire Company No. 1 provided its 2024 incident report, totaling 159 incidents throughout the year. Of note, there were 15 building fires, 17 down power lines, nine motor vehicle accidents with injuries and 17 reports of medical assistance needed.

In old business, the board began by addressing ongoing land development matters, including the vacation of Janes Lane and the status of the Maplewood subdivision. The board is still awaiting a proposal from landowners on Janes Lane.

The board next approved advertising an ordinance to place a 40-foot and over truck restriction on Chestnut Hill Church Road, citing concerns about road safety and wear from heavy vehicles. Additionally, the Pennsylvania Department of Transportation speed display sign permit submission was reviewed and approved as part of ongoing traffic control efforts.

The last item in old business was Docket No. 24-13, in which Chris and Susan Des Garennes sought variances for minimum lot area, site capacity, rear yard setbacks and steep slope disturbance to construct a single-family dwelling in Limeport Village. The application will go to the zoning hearing board.

In new business, the board reviewed a subdivision sewage planning module for 1200 Beverly Hills Road under Act 537, which ensures compliance with state sewage regulations. The board did not take action as this needed to be put in front of the township planning commission.

The next item was an assessment of township escrow accounts and letters of credit were conducted to ensure proper financial oversight.

Resolution 2025-8, regulating sewer usage fees and charges, was tabled, as it wasn’t ready for the meeting. The board then approved the use of procurement card payments for specific township bills, aiming to streamline financial transactions.

Additional zoning appeals were announced, including Docket 25-01, in which Wendy Wenner appealed the denial of a zoning permit related to site capacity for a lot in the Beverly Hills Subdivision and Docket 25-02, where Brian and Michele Zabinski sought a special exception for the installation of a roof-mounted solar system on their property at 6273 Shady Drive. The board then reviewed CU-1-25, an application by Chase Shearer for a conditional use permit to expand an existing landscape service yard at 6348 Hoffman Lane. Each will go to the zoning hearing board.

The planning commission received two letters of resignation, one from member Lois Gadek, who announced her retirement and another from Gail Linde. The board acknowledged their contributions to the township’s planning efforts, accepting their resignations.

The Pennsylvania Department of Agriculture issued a notice regarding an administrative hearing 10 a.m. Feb. 25 related to the proposed condemnation of land in an agricultural security area. Additional correspondence was reviewed, including a petition filed by Franklin A. Reith and Kimberly A. Reith appealing a Lehigh County Board of Assessment Appeals decision, a Pennsylvania Department of Environmental Protection notification on proposed rule changes for Class A stream redesignations and various newsletters from The Pennsylvania State Association of Township Supervisors and Social Security.

The board also considered a donation request from the Sanctuary at Haafsville, a local animal shelter. The township no longer has a stray cat contract with the Sanctuary and did not donate; however, they encouraged residents to do so if they can.

Following a final opportunity for public comment, the meeting was adjourned. The regular meetings are held on the third Thursday of each month. The next meeting will take place 6:30 p.m. Feb. 20 at the Lower Milford Township Building, 7607 Chestnut Hill Church Road, Coopersburg.
