Herman, Baxter re-elected as chairman, vice chairman of zoning hearing board

The Salisbury Township Zoning Hearing Board has re-elected Attorney Kent Herman as chairman.
Attorney Ian Baxter was re-elected vice chairman of the township zoning hearing board.
“Thank you for your confidence in allowing me to serve you,” Herman said after the vote. “It’s been a pleasure and an honor to serve the zoning hearing board for seven years. And I look forward to serving this next year.”
Appointed Zoning Hearing Board solicitor for 2025 was Attorney William Fries of Fitzpatrick, Lentz, & Bubba, PC.
Appointed Zoning Hearing Board Alternate solicitor for 2025 was Attorney Matthew Deschler of Shay, Santee, Kelhart & Deschler, LLC.
At the Jan. 8 zoning hearing, in addition to the re-election vote and appointments, zoners reviewed, discussed and approved two appeals.
Zoners voted 5-0 to grant the appeal of Anthony M. Cavacini, requesting special exception approval in accordance to construct a single-family, detached dwelling with a reduced rear yard setback (100 feet required; 82.95 feet proposed) at 685 E. Rock Road.
In the alternative, the applicant requested variance relief for rear-yard setback (100 feet required; 82.95 feet proposed).
Additionally, the applicant requested variance relief from lot size (2 acres required; 0.8114 acre provided) and impervious coverage (15% permitted; 17.8% proposed). The property is in the CR, Conservation-Residential zoning district.
Attorney Victor F. Cavacini represented his grandson Anthony M. Cavacini at the hearing.
The property was posted Dec. 31, 2024; advertisements were placed Dec. 24, 2024, and Dec. 31, 2024 in The Press and letters were sent to residents Dec. 20, 2024, according to testimony by Salisbury Township Zoning Officer Kerry Rabold.
Attorney Cavacini detailed the history of property, which was purchased by his wife and given to their grandson. Land purchased was added to the original lot.
In approving the Cavacini property appeal, in separate 5-0 votes, zoners granted variances for special exception, lot size and impervious coverage.
In the second appeal at the Jan. 8 hearing, zoners voted 5-0 to approve the appeal of Denisse Medina and Jose A. Rodriguez, 1687 Lehigh Ave., for variance relief to maintain a pool deck and gazebo to the rear of the dwelling unit exceeding the permitted impervious coverage (60% maximum permitted; 67% proposed). The property is in the R4, Medium Density Residential zoning district.

An above-ground pool was at the residence when purchased seven years ago by the property owners. There was a deck, but it was rotting. The deck was replaced.
Zoners voted 5-0 to approve the variance relief for impervious surface.
The Feb. 12 zoning hearing board meeting is canceled.
