Township manager job applicant’s deadline Feb. 14

The deadline is approaching for applications for the next Salisbury Township manager.

Salisbury Township Manager Cathy Bonaskiewich is retiring after nearly 40 years as an official in various capacities in the township administration.

The job was posted Jan. 14 on the township website. Bonaskiewich had announced her retirement at a township commissioners’ meeting.

The deadline to apply for township manager, which includes the role of secretary at township meetings, is Feb. 14.

Candidates are to have at least five years of municipal management experience, knowledge of modern local government management principles, strong organizational and financial skills and planning-land development experience, a bachelor’s degree and strong communication skills, according to the website posting. The salary is $135,000 to $160,000 based on experience and qualifications, with excellent benefits.

The posting describes Salisbury Township, with a population of 13,621, as “a suburban community, bordering the cities of Allentown and Bethlehem, offering easy access to urban amenities while enjoying suburban tranquillity.

“Salisbury Township has maintained a small, close-knit community feel while nearby municipalities have experienced growth.

“The township manager has authority to supervise all day-to-day operations and coordinates the five-member board of commissioners and staff,” the posting states.

“The township is looking for a communicative and innovative leader who can continue to bring meaningful change and enhance community services.

“The manager administers an annual budget of $22 million with approximately 64 full-time employees, including administration, public works and police departments, with an additional 50 part-time or seasonal employees.”

At the Jan. 23 township meeting, the board of commissioners voted 5-0 to approve:

- Resolution for the township 2025 fee schedule. The schedule includes fees for such matters as false alarms; special events; fire safety inspection; grease traps; housing (moving permits, rental inspection); on-lot sewer systems; peddlers; police department; sewer; shade trees; solid waste; streets and sidewalks; subdivisions, land development and grading; water; plumbing licensing; building and zoning. - Resolution approving revision of the township’s official sewage facilities plan to include the Walnut Grove Land Development Plan, 1350 E. Susquehanna St. The resolution states that Section 5 of the Act of Jan. 24, 1966, known as the Pennsylvania Sewage Facilities Act, and the regulations of the Pennsylvania Department of Environmental Protection require a new land development “conforms to a comprehensive program of pollution control and water quality management.” Bedminster Building Company is the developer of Walnut Grove and has a sewage facilities planning module to be served by sewer tap-ins. “The applicant has provided all the required sewer modules,” Salisbury Township Consulting Engineer Stan Wojciechowski, department head, municipal engineering services, Barry Isett & Associates, Inc., said before the vote.

- Resolution approving disposition of township public works department equipment, a 1995 Freightliner-Marion rescue body, on Municibid, an online government auction, or a trade-in for a new vehicle or vehicles, as is permitted by the state’s Co-Star program, or sale by public bid or auction.

In his report to commissioners, Salisbury Township Director, Public Works Department, Jim Levernier said township snow-removal crews were on the road for at least nine hours to deal with the Jan. 19 snowstorm. Commissioners lauded township crews for their work.

During the public comment portion of the meeting, Tony Biechy, who with his wife, Lori, owns and operates Clothes Bins, made a presentation about the clothes and shoes recycling company.

At the workshop following the meeting, Levernier discussed the township’s proposed sewer lateral inspection ordinance.

The February Salisbury Township municipal meeting schedule includes: 7 p.m. Feb. 12, zoning hearing board, canceled; 7 p.m. Feb. 13, board of commissioners; 7 p.m. Feb. 19, environmental advisory council; 7 p.m. Feb. 26, planning commission and 7 p.m. Feb. 27, board of commissioners.
