Emmaus charged in fatal crash in York County

An Emmaus man faces charges of alleged murder of the third degree, two counts and four counts of aggravated assault in a crash along Route 30 in 2024, in which two people were killed and four people were seriously injured.

In a news conference available through television station WGAL via YouTube.com, York County First Assistant District Attorney Tim Barker detailed charges against Stephen Michael Kravitz Jr., 53, as including “two counts of murder of the third degree and four counts of aggravated assault.

“And then there are vehicular crimes that go with that, which include two counts of homicide by vehicle while DUI; two counts of homicide by vehicle; four counts of aggravated assault by vehicle while DUI and aggravated assault by vehicle and counts of DUI related to drug impairment and some re-offenses,” Barker continued.

Kravitz is accused in a 13-vehicle pile up where traffic was stopped at a light at Route 30 East and Kenneth Road in West Manchester Township.

According to Barker, witnesses saw Kravitz, who was described in earlier news reports as driving a refrigerated box truck, driving erratically and seeming to nod off while driving over a distance of at least six and one-half miles.

One witness, according to Barker, blew their car horn when Kravitz drifted into their lane just before the crash, described by authorities as a chain-reaction accident 8:30 a.m. April 16, 2024.

A 77-year-old person and a 52-year-old person died in the crash, according to news reports.

Kravitz allegedly rear- ended a stopped vehicle, which led to the chain-reaction pileup.

During the news conference, Barker described Kravitz as taking “no evasive actions” and “showed no response at all to” stopped traffic.

Video footage obtained during the investigation showed what happened before the crash, according to authorities.

Barker described Kravitz as “arrested and incarcerated” at the time of the news conference.

According to court documents available online Jan. 12, charges against Kravitz also include 18 counts of allegedly recklessly endangering another person, one count of careless driving, two counts of careless driving unintentional death, reckless driving and charges of impaired driving and DUI and speeding.

Kravitz allegedly had several prescription drugs in his system at the time of the crash, only one of which Kravitz said he was prescribed, according to Barker.

Kravitz, according to authorities, was licensed to drive commercial vehicles at the time of the crash and allegedly intentionally withheld involvement in an impaired crash in 2023 when obtaining his CDL.

In the news conference, West Manchester Township Chief John Snyder thanked the district attorney’s office, township manager and road crews, other law enforcement agencies, the fire department and first responders and his staff for their work at the crash and in the investigation.
