Council addresses slow fee payers

At the Hanover Township – Lehigh County Council introduced Bill No. 2024-07 which is an ordinance to establish a 10 percent penalty for failure to pay when due any inspection and reinspection fees established under the Fats, Oils and Grease Ordinance, to provide for collection of such fees and penalties by civil action and to make the permitter liable for costs of collection.

Township Manager Melissa Wehr told council that there are businesses who either pay fees late only after township prompting, or simply disregard paying an inspection or re-inspection fee.

Council voted to authorize the release of first and final payment #1 to H&K Group, Inc. for the Catasauqua Road, Marcon Boulevard and Irving Street project ($1,537,211.20).

Change order number one ($21,797.96) and Change order number two ($7,429.) are for the replacement of 11 storm sewer manhole frames and covers along Marcon Boulevard and the reconstruction of Inlet Box #57 along Marcon Boulevard.

There was also a required 18 month Maintenance Bond in the amount of $236,012.14. And, recommended final payment be in the amount of $1,560,990.97.

Council voted to authorize Release #3 and final payment to R-III Construction, Inc. for the Marcon Boulevard Easement Sanitary Sewer Lining and Replacement Project. The recommended third and final payment in the amount of $33,655.80. The project has been completed.

In her Township Manager’s Report, Wehr noted the township’s leaf machine broke down with a repair cost of about $13.000. She added a new leaf machine costs around $145,000.

Wehr reminded council that the PA State Association of Townships (PSAT) annual conference is May 4 through 7, 2025. She requested council discuss and decide which council member or members will attend the conference.

There was a discussion prompted by Wehr about detailing the new administration vehicle and truck. She anticipates costs will be about $2,800. for both vehicles. The decision about the vehicles markings was postponed until the next council meeting.

The next Hanover Township – Lehigh County is Dec. 26, 2024, Thursday at 4 p.m. in the township’s municipal building, 2202 Grove Road, Allentown, PA 18109. The meeting is to approve end of year bills and entertain any other business that may arise.
