CWSA hears plans about proposed water main relocation
At the Coplay Whitehall Sewer Authority meeting Nov. 21, members heard about a proposed water main relocation.
Keystone Consulting Engineers Project Manager Joe Santilli addressed the board on behalf of Whitehall Township Authority regarding a proposed water main relocation that encroaches a CWSA easement. This line crosses under Route 22 near the Lehigh Valley Mall. Concerns were discussed including possible future Route 22 widening and compacting problems.
General Manager Matt Harleman said he sees no major issues and asked Whitehall Township Authority to coordinate an easement encroachment agreement with CWSA. Chairman James Hahn requested CWSA have advance notification of all work to be performed, as CWSA would like to have someone on site.
Later in the meeting, this was brought up for a vote, which was approved and carried.
Secretary Paul Geissinger questioned a Pennsylvania Department of Transportation invoice in reference to an ongoing issue with CWSA pipe damage, identified during a regular inspection. Harleman said he is trying to get an emergency inspection permit, but efforts to this point have been futile.
Geissinger also questioned a Haven Ridge Development invoice. They installed their own sewer lines that connect to a CWSA main. Harleman said the ongoing issue is administrative as CWSA is trying to get all ends tied up.
Whitehall Township Commissioner Ken Snyder alleged there are issues with Haven Ridge at the township level, including not following subdivision plans as designed. Snyder recommended CWSA not sign any easement agreement, unless they are absolutely sure which entity they are dealing with.
Harleman mentioned a draft of the 2025 CWSA budget has been distributed to the board, which he requested all members review. This will be voted on at the December meeting.
Harleman also brought up the KISS (Kline’s Island Sewer System) requirements are reaching a critical point. The agenda from the Nov. 7 meeting was distributed in the board packet and he asked it be reviewed by all.
Harleman mentioned the 2025 Pennsylvania Municipality Authorities Association conference is scheduled for Sept. 17, 2025, at Wind Creek Bethlehem, 77 Wind Creek Blvd.
