Lowhill board OKs advertising zoning map, public hearing

Lowhill Township consultant Michael Segal told supervisors at their Sept. 12 meeting he received an email from Lehigh Valley Planning Commission seeking comments on stormwater issues for a new project they are working on.

He needed to know areas in the township that have had stormwater issues over the last 15-20 years.

“There may be monies down the road for fixing those problems so I need to list them now,” he explained. “They could be obstructions, pipes failing, undersized pipes, histories of flooding in those areas.

“Anything you know please send them to me and I’ll include them in there with the survey, so if there’s any monies coming down the road from the MPDS or MS-4 program you could be eligible for it to fix those problems.”

He also reported that he has been working on the SALDO and he is about 75 percent done.

“What I am working on right now is the engineering design standards,” Segal said. “I will be in a lot of conversations with Ryan (Christman) and Keystone Consulting Engineers about including diagrams within the design standards of SALDO, so the developer will have the ability to reference specific designs that are in there so the amount of comments will be far less than what you received in the review process.

“A lot of the processes for the admission of plans and the review process has been streamlined and very succinct in what has to be done by the developer. “I also included probably 10 pages worth of landscaping requirements.”

He said his goal is to have the SALDO draft to the board by Christmas so they have plenty of time to look over it before 2025.

Dietrich said the board has the updated zoning map, official map and the zoning ordinance and they are ready for advertising.

“I want to thank the planning commission and the members of the board of supervisors who did work very diligently in cooperation with the other municipalities to update our official map and our zoning ordinance, which actually has an impact on the zoning map also,” he stated. “It’s time now to advertise things now that David Brooman has reviewed the official map, ordinance and public notice and he is fine with that.

“We’re going to advertise the public hearing also. We have to establish the date of that, I think we have to allow at least 45 days.”

Township Secretary Jill Seymour said the Environmental Planning and Design company will do that for the board and she will have them in the township office for review.

“I move that we approve the necessary advertisements for the zoning map, official map, zoning ordinance, and public hearing,“ Dietrich said.

The board approved the motion.

“I encourage members of the public to get a copy of the zoning ordinance, but again I want to thank all the members of the planning commission,” Dietrich said. “Michael Segal has been tremendous working with us on this.

“A lot of work went into that and I think it’s well done.”
