East Allen begins budget process

East Allen Township Board of Supervisors discussed the start of the 2025 budget process at its Aug. 8 meeting, with township Manager Brent Green describing the township budget as pretty healthy with strong finances.

Green noted he generally keeps his revenue projections on the conservative side, while he is a bit more liberal evaluating expenses projections. He said the township will have a balanced budget.

Green said the deadline for the township departments to submit their portion of the budget is Oct. 24. If the budget is not done by Oct. 24, it will need to be done by Nov. 14 when the supervisors are expected to vote to advertise the budget. Green’s plan is to have the budget adopted formally at the Dec. 12 meeting.

Green further announced the capital budget meeting is planned for Oct. 10 to review capital projects. He talked about some projects for 2025, including a renovation of the exterior of the municipal building and renovations inside the building, such as a possible redesign of the office lobby and making the building completely accessible.

Supervisors also discussed some next steps for the River Central Multimunicipal Comprehensive Plan Committee during its meeting Aug. 8.

A kickoff meeting was expected to take place Sept. 11, if all five municipality members approved the environmental planning and design proposal. The goal is to work toward greater continuity in the zoning laws of each municipality and develop a committee that provides equal representation for all five municipalities.

The environmental planning and design cost for the five municipalities is about $140,000. East Allen’s share of cost is $26,558.32.

The cost is divided based on the population of the five municipalities.

Catasauqua Borough’s cost is $34,299.02.

North Catasauqua Borough’s cost is 15,555.06.

Northampton Borough’s cost is $54,700.57.

Hanover Township, Lehigh County, cost is $8,887.86.

In other business, the board entertained a recommendation to ratify the acceptance of a change order for the 2024 road program for $33,288.

There was a lengthy discussion of the continued zoning amendments recommended to the board. It is expected when the recommended amendments are all in, the board can move toward approval of the amendments they see fit to accept.
