Board discusses waste, recycling bids
Whitehall Township Board of Commissioners, at its workshop meeting Aug. 5, held a discussion on two formal bids that have been received for garbage and recycling collection.
Representatives of the current collection agency — J.P. Mascaro and Sons — were present and offered suggestions to the board. They pointed out 30-35% of their bid was to cover the disposal of garbage in landfills.
There was a discussion of how varied services, such as grass collection, would impact the overall costs.
Commissioners indicated they wanted to continue the discount for senior citizens. This proposal was expected to be discussed at the board’s regular meeting Aug. 11.
In other business, the board also discussed, as initiated by Commissioner Kenneth Snyder, the township procedures for permits and licensing. Treasurer Tina Koren assured Snyder procedures are currently in place. She explained most of those procedures are enforced and reviewed by Berkheimer Associates, a company that collects and administers local Pennsylvania taxes for municipalities throughout the state.
Snyder stated commissioners should continue to review the consistency of the procedures moving forward. He also asked if it was possible for organizations to receive a permit without a license.
Also at the meeting, the township solicitor introduced a sample policy on the use of cameras throughout the municipality. This is an attempt to centralize the broad use of cameras throughout the township’s departments. Discussion was initiated, but action on the policy will be deferred to a future meeting.
Proposed ordinance 26-2024 focuses on renovations being conducted in the North Front Street area. Developers outlined and shared their plans with the board. No action was taken. Commissioners indicated they wished to have more input from the planning commission before taking action.
The workshop concluded with a discussion of the Cynthia Miles Adaptive Fund, a group that promotes fun and fitness through active inclusion for children and families of all abilities and disabilities. Commissioners agreed to move forward with an attempt to find a place for this organization within the community.
The board of commissioners were expected to meet Aug. 12.
