Grants expected to fund infrastructure projects

Salisbury Township is expected to receive approximately $1 million in grants from the commonwealth to fund infrastructure projects.
The grants were announced at the July 25 township board of commissioners meeting by Charles L. Myers, operations manager, Municipal Engineering Services, Barry Isett & Associates, Inc., Salisbury Township consulting engineering firm.
The grants, which total $1,051,000, would be for two separate projects in the township.
Township commissioners voted 5-0 to approve a motion to award a bid of $407,750 to Wexcon Utility Contracting, Inc. for the Louise Lane-Louise Circle waterline replacement project.
Commissioner Alok Patnaik made the motion, seconded by Commissioner Alex Karol, to bring the motion to a vote.
“We have worked with them [Wexcon] in the past and they do good work,” Myers said before the vote.
After the July 15 meeting, Myers told a reporter for The Press a $660,000 grant is expected for the waterline project. The total cost of the project is to be determined.
Township commissioners voted 5-0 to approve a motion to award a bid of $466,000 to Wexcon Utility Contracting, Inc. for a sanitary sewer rehabilitation project.
Patnaik made the motion, seconded by board of commissioners Vice President Rodney Conn, to bring the motion to a vote.
After the July 15 meeting, Myers told a reporter for The Press a $391,000 grant is expected for the sanitary sewer project. The amount of the grant is approximately 85 percent of the project’s total cost. The actual cost of the project is to be determined.
The anticipated grants are through the Commonwealth Financing Authority, an agency of the Pennsylvania Department of Community and Economic Development established to administer Pennsylvania’s economic stimulus packages.
The H2O PA Act of 2008 provides for single-year or multiyear grants to municipalities or municipal authorities to assist with the construction of drinking water, sanitary sewer and storm sewer projects.
Grants for small water, sewer and stormwater infrastructure projects are provided through Act 54 of 2022, which appropriated $105.6 million of American Rescue Plan Act funds to the Pennsylvania Small Water and Sewer Program.
Commissioners voted 4-1, with Conn voting “no” for a motion approving the waiver of fence permit fees for four owners of properties abutting Laubach Park.
Commissioner Heather Lipkin made the motion, seconded by Patnaik, to bring the motion to a vote.
In reports to commissioners, James Levernier, Salisbury Township director of public works, reported about upcoming paving projects in the township.
On Aug. 5, Bracalente Construction was to begin milling work on the following streets: Salisbury Road from Tweed Avenue to Ueberroth Avenue, Lehigh Avenue from Tweed Avenue to Ueberroth Avenue, Byfield Street from East Susquehanna Street to Salisbury Road, Fairfax Street from East Susquehanna Street to Salisbury Road, Marlow Street from East Susquehanna Street to Salisbury Road, Maumee Avenue from East Susquehanna Street to Salisbury Road, Ueberroth Avenue from East Susquehanna Street to Salisbury Road, Brook Avenue north of East Susquehanna Street, Delaware Avenue north of East Susquehanna Street, Loxley Lane north of East Susquehanna Street, Hillside Road, north of East Susquehanna Street, Maumee Avenue north of East Susquehanna Street and Tweed Avenue north of East Susquehanna Street.
According to Levernier, the milling is expected to take two to three days, followed by storm sewer repairs and then paving.
Door hangers will be placed on properties impacted by the project and no parking signs will be erected in certain areas. Sections of the roadways will be closed at times, but crews will be in the area to ensure residents can still access their homes.
In the Salisbury Township Police Department report to commissioners, Lt. Christopher Casey was requesting donations for the basket raffle at National Night Out, 6-8 p.m. Aug. 6 at Salisbury Elementary School.
The Salisbury Township municipal meetings schedule includes: 7 p.m. Aug. 8, board of commissioners, 7 p.m. Aug. 14, zoning hearing board has been canceled, 7 p.m. Aug. 21, environmental advisory council, 7 p.m. Aug. 22, board of commissioners and 7 p.m. Aug. 28, planning commission.
