CWSA hears letter of credit reduction request from Jaindl

During the July 18 Coplay Whitehall Sewer Authority meeting, a lengthy discussion was held regarding a request for a reduction in a letter of credit for the Waterfront Development Group from Mark Jaindl. The current amount is $155,000, but Jaindl requested it be reduced to zero.

CWSA General Manager Matt Harleman mentioned concerns that the proposal was not signed off on, nor was it recorded yet. In addition, there were legal fees incurred by CWSA. Harleman said he cannot recommend a reduction at this time.

The discussion continued that a response would be made by CWSA, but it would not approve any reduction at this time. A major concern is that changes were made to the original easement proposal, and CWSA is awaiting the easement proposal to be recorded.

Attorney Andrew Schantz suggests waiting for a Jaindl representative to appear before the CWSA board. A vote was made to table this for now.

In other business, CWSA Vice Chairman Paul Boyle addressed the bids that came in for a new generator to power the entire CWSA building, which includes a new underground propane tank. The quotes were received from Albarell Electric and Diefenderfer Electric.

The Albarell quote came in lower, at $113,415. After review from the operations committee, the recommendation is to hire Albarell. This motion was voted on and carried.

Harleman spoke about the easement exhibit from Lehigh Valley Health Network, which is proposing to consolidate three lots on the west side of MacArthur Road, across from the CWSA building. LVHN wants to give CWSA an easement where the old railroad bed used to be.

Harleman recommended the board accept the easement proposal. Chairman James Hahn later brought this up as a main correspondence topic, and the board voted to approve and carry the motion.

Harleman also commented on a quote from Mr. Rehab LLC for the manhole rehab project. He recommended the board approve the $20,580 bid. The board voted to approve and carry the motion.

Lastly, Harleman mentioned CWSA’s annual manhole to manhole CIPP lining project bid by Keystone Consulting Engineers. The low bid was $192,011 from Mr. Rehab LLC. Harleman recommended the board accept this bid. The board voted to approve and carry the motion.

Assistant Secretary James Roth brought up a need for an industrial air purifier at the Eberhart pumping station. This is necessary as CWSA is experiencing electronic failures with equipment susceptible to hydrogen sulfide gas pollutants causing the equipment to malfunction. A motion was made and approved to accept the $31,310 bid, plus $2,500 for freight.
