Green Acres Park to be renamed Frank McCullough Sr. Park at June 22 ceremony

It’s official: Green Acres Park is Frank McCullough Sr. Park.

The Salisbury Township Board of Commissioners voted unanimously 5-0 at the May 23 meeting to approve a resolution to change the name of the park, 2702 Green Acres Drive.

Commissioner Alok Patnaik made the motion, seconded by Commissioner Heather Lipkin, to bring the resolution to a vote.

“This is to honor him [McCullough],” board of commissioners President Debra Brinton said.

McCullough (1924-2023) was a chairman of the Salisbury Recreation Commission.

A ceremony to install a sign displaying the park’s new name will be held 10 a.m. June 22 in the park.

“It will be the unveiling of a new sign,” Salisbury Township Manager Cathy Bonaskiewich said of the ceremony.

The resolution notes McCullough was on the Salisbury Township Board of Commissioners, representing the fifth ward; was a former president and was on the board of directors of Hamilton Park Athletic Association; began the girls kickball and softball programs in the township and coached baseball and the girls softball teams.

“The board of commissioners posthumously recognizes that the efforts of Mr. Frank McCullough Sr. throughout the years have been instrumental in impacting the children of the community with the ideals of good citizenship, sportsmanship, honesty, courage and respect for authority,” the resolution states.

The park has a pavilion with four tables; two basketball courts; four pickleball courts and a playground.

Other business at the May 23 meeting included commissioners voting 5-0 to approve:

- Motion authorizing hiring entry-level police officers from the eligibility list. Offers of hiring are to be extended to Zachary Palansky and Dakota Baker.

Board of commissioners Vice President Rodney Conn made the motion, seconded by Commissioner Alex Karol, to bring the motion to a vote.

- Motion approving payment from the township Fire Fund Capital Reserves for the repair of Western Salisbury Fire Department apparatus in the amount of $18,656.39.

Conn made the motion, seconded by Patnaik, to bring the motion to a vote.

“This is one of those unexpected expenses,” Bonaskiewich said.

“This is why we put money into the reserve,” Brinton said.

- Motion approving Payment No. 1 (final), including Change Order No. 1, to Insituform Technologies for sewer main lining project (Contract A) in the amount of $83,080 and motion approving Payment No. 1 (final), including Change Order No. 1 to Insituform Technologies for the manhole rehabilitation project (Contract B) in the amount of $207,547.60.

Karol made the motion, seconded by Conn, to bring the motion to a vote.

“We realized there would be more work to be done,” Salisbury Township Stan Wojciechowski, department head, municipal engineering services, Barry Isett & Associates, said concerning the change orders.

- Resolution conditionally approving the preliminary-final land development plan of Thomas P. Williams Sr. for Cityline Construction, 2844 S. Pike Ave.

Patnaik made the motion, seconded by Karol, to bring the resolution to a vote.

The Salisbury Township Planning Commission reviewed and recommended conditional approval of the preliminary-final plan and all waivers and deferrals requested at its April 24 meeting.

“We talked with the Lehigh Valley Planning Commission and determined the stormwater system was adequate,” Wojciechowski said.

Wojciechowski said parking at the site is satisfactory, the planting of trees has been resolved and a $2,000 open-space fee will be paid to the township.

- Motion accepting time extension to Nov. 27 for the preliminary-final land development for Sheffield Square North, 206 E. Lynnwood St.

Lipkin made the motion, seconded by Karol, to bring the motion to a vote.

“This Seven Development Group has taken over from D.R. Horton,” Brinton said.

“I don’t think we’ve even seen the plan,” Attorney Jason A. Ulrich, partner, Gross McGinley Attorneys At Law, LLP, Salisbury Township solicitor said.

The Salisbury Township Board of Commissioners voted 3-0, with two commissioners absent at the May 9 meeting, to accept a time extension to Nov. 27 for Sheffield Square North.

A letter, dated April 19, was received by commissioners from Zachery Arnold, project director, Seven Development Group, Birdsboro, Berks County, concerning a 180-day extension for Sheffield Square North.

The Salisbury Township Planning Commission voted unanimously 7-0 at its Nov. 30, 2022 meeting to table the Sheffield Square North preliminary land development plan.

- Resolution authorizing the disposition of township public works department mowers: 2010 Toro Groundmaster, for $14,000, to be purchased by Moore Township and a 2015 Skag Zero Turn, to be auctioned on Municibid Online Government Auctions.

Conn made the motion, seconded by Patnaik, to bring the resolution to a vote.

- Resolution authorizing the sale of township public works department’s 2020 Cam Tilt Trailer to Upper Nazareth Township for $10,000.

Lipkin made the motion, seconded by Karol, to bring the resolution to a vote.

In his report to commissioners, Salisbury Township Chief of Police Donald Sabo said “National Night Out” would be held the first Tuesday in August.

Bonaskiewich said 133 tickets were sold for “Salisbury Night” at the Lehigh Valley IronPigs’ June 18 baseball game. Patnaik is designated to throw the ceremonial first pitch.

Plans for the Volunteer Recognition Event were discussed at the commissioners’ workshop following the meeting.
