At a news conference April 26, Salisbury Township Police Department Sgt. Charles Whitehead explains how he became aware of a Blue Card Program which promotes positive communication between a law enforcement officer and a driver on the autistic disorder spectrum during a traffic stop. After seeing a Lehigh Valley media article concerning the start of the program in northern New Jersey, Whitehead researched the program, then pitched it to Salisbury Police Chief Donald Sabo, who took it to the Lehigh County Chiefs of Police Association to secure the backing of other county police departments.
