Fire police, leaders take oath

Eleven fire department officials and fire police officers, including five executive leaders of the Klecknersville Rangers Volunteer Fire Department, attended the Moore Township Board of Supervisors meeting March 5 to take the oath of office for their respective positions.

Fire Chief John Hofacker, Assistant Chiefs Lenny Salines and Austin Kocher, Capt. Erik Resch and Lt. Ryan Andrukaitis took oaths of office. Assistant Chief Matthew DePuy was not able to attend.

Fire police officers sworn in were Capt. Jason Harhart, Lt. Ray Reeder and Officers Brian Radcliffe, Charles Green, Dave Tashner and Rafael Shkembi. Rob Andrukaitis was not able to attend.

Board of Supervisors Chair Daniel Piorkowski administered the oaths of office.

In the fire and ambulance report, Harhart said there were 50 fire calls during February, including three fires and five calls to motor vehicle accidents.

The police department report noted during February, there were 256 reported incidents with three arrests - two for driving under the influence of alcohol and one for simple assault.

In his public works department report, Craig Hoffman reported street sweeping is planned for March 25-29 and from April 22 to April 24. He added three quotes were received for the recreation center field treatments. The lowest bid was from Hahn’s Lawn Service for $10,000. Hoffman added the 2024 road plan includes seeking bids for seal coating a number of roads in the township.

Under the land and environmental protection board report, it was decided the electronic recycling event will be held 9-11 a.m. Oct. 26 at the township recreation center, 635 English Road.

The recreation committee report noted there is a Boy Scout who is planning to make more signage for the recreation complex.

The Community Days committee report said members are planning a purse bingo in April and other fundraising activities in May and June to help fund the Community Days event this summer.

Township Engineer Kevin Horvath gave an update on the temporarily stalled renovations of the Edelman Schoolhouse project. Frustration about the renovations and the time and resources spent on the project prompted Piorkowski to point out about $70,000 has been spent on the schoolhouse project over the years.

“Not sure what we are going to do with it when it is done,” Piorkowski said.

In his First Regional Compost Authority report, Dick Gable said things are running smoothly. They are making mulch and compost that will be available in late March or April. He added the plan for a new office at FRCA was tabled.

Solicitor David Backenstoe said three ordinances regarding stormwater management were drafted, pending supervisors’ review. He also drafted an ordinance to address the speed limit on Becker Road.

Backenstoe reported on the request for a solar decommissioning ordinance. He noted solar ordinance state law is rapidly changing, so the township needs a solar decommissioning law. He expects to have a draft ordinance addressing solar decommissioning ready for the April supervisors meeting.

A tree removal ordinance and issues related to tree removal will be provided by Backenstoe to the township manager and the public works director for review before completing the draft ordinance.

Backenstoe reported on a ruling from Northampton County Court that was favorable to the township, based on the ordinance he drafted about regulating warehouses in the township. The ruling rejected a request for a warehouse to be built on a former golf course in the township.

Moving forward, Backenstoe said the developer can appeal the decision, rework the warehouse plan to meet the township regulations or start all over and submit a new plan. Piorkowski thanked all who helped during the process to complete the warehouse regulations ordinance, saying, “Moore Township takes zoning seriously.”

In other news, township Manager Stephen Nowroski was appointed the township treasurer.

The next meeting of Moore Township Board of Supervisors is planned for 6 p.m. April 2 at the municipal building, 2491 Community Drive, Bath.
