Emmaus Borough 2024 budget approved

Emmaus Borough Council began Dec. 18 with two special presentations.

Members from MOPAR Madness of Lehigh Valley, represented by John Guignet, presented a check for $500 to the borough in appreciation of the borough’s reception of the organization and event.

Next, representatives of The Friends of the 1803 House, The Knauss Homestead Preservation Society and The Shelter House presented a certificate of appreciation to Councilwoman Teri Sorg-McManamon for her efforts to preserve and protect the three historical sites in the borough.

In communications, Tunes in the Triangle was renewed for 2024, with shows taking place 6:30-8:30 p.m. June 14, 2024, June 28, 2024, July 12, 2024, July 26, 2024, Aug. 9, 2024 and Aug. 23, 2024.

In new business, several ordinances were approved. The council approved the establishment of the historical commission through the passing of Ordinance No. 1255. Additionally, they ratified Ordinance No. 1256, which levies taxes for the fiscal year 2024 at the rate of 8.3155 mills. This is split between the rates for the general fund at 6.4404 mills, the fire fund at 1.3961 mills, the special roads fund at 0.32 mills and the streetlight fund at 0.159 mills.

Another was the passage of Ordinance No. 1257, amending the regulations for a residential disabled parking sign at 36 N. Sixth St.

Furthermore, the council increased the borough’s indebtedness by issuing a general obligation note of $400,000 for various purposes, as outlined in Ordinance No. 1258.

Mayor Lee Ann Gilbert provided her 2023 Mayors’ End of the Year report. She noted the police raised over $14,000 through their “No Shave November” fundraiser.

In committee reports, council approved Christopher Jost and Lucas Deauvier as full-time public works department employees. The new Emmaus Community Park and Lions Field Park sign designs were approved during parks and recreation.

During the public safety report, it was noted Officer Timothy Kline officially completed his one-year probationary period. During this time, Kline has received two awards with the department, including one for heroism.

An elevator equipment maintenance agreement and employee evaluation policy were approved in general administration.

Several budget and finance committee resolutions were next approved. The sewer rates and water rates will remain the same as the previous fiscal year. The refuse collection and compost assessment fee will be set at $375, to be paid on or before Feb. 15, 2024. There is an option for a low-income refuse discount. A resolution also set compensation for members of the zoning hearing board, planning commission and building board of appeals at $65 per month.

The largest item on the agenda was the passing of the 2024 budget. The budget showed a surplus of $1,370,240.15 in total funds. The schedule of fees and charges for permits and services was also approved.

The hiring of Chad Boushell as a part-time fire police officer was approved as the only item on Borough Manager Shane Pepe’s report.
