According to information on the Lehigh County Voter Registration Web page regarding the Nov. 7 Municipal Election:

All voters voting by mail-in and absentee ballot will receive a yellow secrecy envelope for this election, not a white secrecy envelope. You must put your ballot inside the yellow secrecy envelope and then insert the yellow secrecy envelope inside the signed and dated ballot declaration envelope in order for your ballot to count.
