Emergency plan is presented

At the Sept. 11 Whitehall-Coplay School Board committees meeting, the education/activities committee presented the final version of the 2023-24 Whitehall-Coplay School District emergency operation plan promulgation and policy statement.

The committee has been presenting versions of this policy and getting feedback from the board in order to finalize the policy. Pennsylvania requires all school districts to have a policy in place that addresses all potential hazards and their approach to emergency management. This is all inclusive of plans for prevention, protection, mitigation, response and recovery.

The school board also approved the education committee’s recommendation to enter into a five-year agreement with Kutztown University, making it possible for students to take classes at the university while still enrolled in WCSD.

Also at the meeting, the operations and transportation committee heard a presentation by Mike Sandler, from D’Huy Engineering, regarding the need for repairs and replacements in the field house and science classroom - primarily old fixtures and poor drainage. The work has been put out for bid and has been budgeted as part of the capitol implementation plan.

The finance committee was provided with a financial update by Garrett Moore from PFM Group Consulting LLC. Moore is a senior managing consultant and a member of East Financial Advisory Pool, servicing PFM’s offices in the east cluster.

A PFM system (Public Financial Management) is a set of rules and institutions, policies and processes that govern the use of public funds across all sectors. Moore gave the committee an overview of market trends and investment allocations. He also addressed bonds that have aged out, specifically 2017 and 2018 and provided a draw schedule for upcoming projects.

The next regular meeting will be held 7 p.m. Sept. 25.
