Moore supervisors to begin 2024 budget plan

During the Aug. 1 board of supervisors meeting, Moore Township Manager Nicholas C. Steiner requested proposed budgets from the township departments by Sept. 1.

A no-tax-increase budget is the expectation, he said, but upgrades in the township might create real estate tax hike pressure.

Steiner is seeking new doors for the township’s municipal building and is currently seeking cost estimates. Doors and other upgrades at the municipal building may be needed during 2024. Steiner noted municipal building costs may rise because the effort to plans and build a new building are currently dormant.

The board needs to decide if the township upgrades the current municipal building or builds a new one. The decision has been informally discussed and might be made during 2024. The upgrade or new construction could begin in 2025.

Steiner is hoping to address some of the minor issues with the building this year if possible. He said he has not yet assembled the first draft of the 2024 budget, which could include building costs.

In response to a resident who provided information about a road problem at Delps Road, board Chair Daniel Piorkowski alluded past supervisors might not have kept up with maintenance of some township roads. This low focus on road repair costs may put upward pressure on the 2024 township general fund budget.

The resident reported the location is “a major safety hazard” because rain water does not drain from the road and creates significant ponding on the road. The resident said road maintenance is required as soon as possible. Piorkowski said the public works director will visit the site to evaluate the situation.

The police department reported having 398 incidents, including two arrests, in July. One arrest was for terroristic threats, and a second was a resisting arrest charge.

The fire department report included responses to six fires and nine motor vehicle accident calls. A total of 47 fire department calls occurred during July.

The public works department reported its crew is moving forward with road seal coat preparations, which are expected to be completed by the end of this month. The department also had stormwater issues due to clogged drains on some roads after recent storms.

The township engineer reported the Edelman Schoolhouse renovations are moving forward. He expects the renovations may be completed by the end of January 2024. The cost is expected to be about $21,650. Steiner noted the amount is in the 2023 budget.

A resolution adopting the Nazareth Area Multimunicipal Comprehensive Plan was adopted by the board. Moore Township is a member of the Nazareth Area Council of Governments. The comprehensive plan is an effort to align zoning with the other municipalities to better manage development and share information.

The next Moore Township supervisors meeting is 6 p.m. Sept. 5 at the township municipal building, 2491 Community Drive. It is an in-person-only meeting.
