Moore engineer leads MS4 effort

Municipalities in the Lehigh Valley, including Moore Township, are processing and submitting plans to address the requirements of the Municipal Separate Storm Sewer System (MS4) regulations.

The MS4 regulations descend from the Federal Clean Water Act. The Pennsylvania Department of Environmental Protection Agency implements the regulations.

The MS4 project is a large, potentially expensive, undertaking. Some municipalities are bracing for hundreds of thousands of dollars in costs required to comply with the regulations.

Moore Township is turning its MS4 effort lead to township Engineer Kevin Horvath, according to township Manager Nicholas Steiner.

At the supervisors’ July 10 meeting, Steiner said the cost could be a half-million dollars to complete the MS4 project. He noted the township’s MS4 plan is completed, but the execution of the plan will be costly.

He said he does not expect an MS4 fee will be levied by the supervisors.

Steiner said many of the existing stormwater basins in the township can be retrofitted to meet plan requirements. He also indicated the township has funds available to potentially fund the plan.

In other business, the police department reportedly accepted the resignation of Officer Manny Varkanis. Officer Matt Hyman was elevated from part-time to full-time status to fill the vacancy.

The public works department reported the prep work for seal coating of roads in the township is ongoing. It was noted there was some flooding from the recent rainstorms, with the damage being addressed.

The recreation commission completed the installation of the instructional equipment signage at exercise stations at the recreation center. The summer program for kids was granted reimbursement up to $2,000, with receipts by the supervisors.

Jody Hartzell, recreation committee chair, noted the bricks are for sale for the veterans memorial at the recreation center to honor a loved one who was a veteran. Visit mooretownship.org for more information.

Township Solicitor David Backenstoe was granted permission to prepare a quitclaim deed for the recent removal of Trach Road from the township’s road file. The former Trach Road needs to be divided between the two property owners of the adjacent properties to the former road.

The effort to have lights installed at the McCandless Sports Field was tabled until more information is made available. There is $35,000 in the township budget for the lights, but total costs have yet to be determined.

There were 48 total calls, including three fires, for the Klecknersville Rangers Volunteer Fire Company in June. There were 60 ambulance calls that month.

The next Moore Township Board of Supervisors meeting is 6 p.m. Sept. 5 at the municipal building, 2491 Community Drive. It is an in-person meeting only.
