Sewer authority accepts bid for lining project

Coplay Whitehall Sewer Authority met July 20 at the CWSA building, 3213 MacArthur Road, Whitehall.

General Manager Matt Harleman mentioned CWSA received bids for the 2023 main cured-in-place (CIPP) lining project. The low bidder was Performance Pipelining Inc. at $169,692. Harleman suggested accepting this bid, and the motion was carried by the board.

Harleman also said CWSA received a request for the final release of a letter of credit for the waterfront development project. He suggested the board deny this request. The board voted to comply with Harleman’s suggestion.

Chairman James Hahn mentioned a $4,676 invoice received from Golden Equipment Company Inc. for wireless headsets, chargers and carrying case and another for $6,169 for the Jet Truck switch nozzle and pipe centralizer. These invoices were combined, and a vote to approve was made.

Hahn mentioned an email was received July 6 by CWSA regarding the KISS Phase I financial analysis presentation that included very good notes from Harleman, who was commended for his work on this project.

James Roth spoke on the operational need for a new ductless heat pump for the CWSA workplace. A low bid of $13,500 was received from Gerhards. The unit is to be installed outside. Roth suggested moving forward on this, and the motion was carried.

Regarding a letter of credit denial, Solicitor Andrew Schantz mentioned the developer is in default of the agreement. Shantz suggested sending a letter stating a default has occurred and a request to address issues. The board agreed and voted to send the letter.

Vice Chairman Paul Boyle said an electrician must be hired for the installation of the new ductless heat pump. A change order will be drawn up to include this in the previously approved motion.
