County council reverses vetoes

Northampton County Council met July 6 to vote on overriding three referendums to be placed on the November ballot.

County Executive Lamont McClure vetoed the three ordinances June 23 following council’s approval at the June 15 meeting.

The three referendums would place term limits on county council members, the executive and the controller. According to the proposed amendments, council members would be limited to three four-year terms in succession, while the controller and executive would be limited to two successive terms.

These changes would not take place until January 2024 for county council members and the controller. The term limit on county executive would take effect two years later.

Councilman Kevin Lott felt both the timing and motive of the ordinances are not right.

“When you get people who are dedicated public servants and (want to) run for these positions, you could be eliminating someone that has been dedicated to this board,” Lott said.

“It is good practice to get fresh blood,” Councilman John Goffredo said in response to Lott’s comments.

Council needs six affirmative votes to override McClure’s veto, and each of the three resolutions received those votes.

In other business, council was expected to vote the week of July 10 on a newly introduced referendum question for a term limit on the district attorney. The proposed resolution would restrict the district attorney to two four-year terms, starting January 2028.
