CWSA hears of bids accepted

Coplay Whitehall Sewer Authority’s monthly meeting was held at the CWSA building April 20. Chairman James Hahn called the meeting to order.

General Manager Matt Harleman reported two items CWSA had up for bids were accepted. One was a solar panel that sold for $25,100, and the other - a tractor - went for $8,900.

Hahn brought up the $21,095 bid from E.M. Kutz for the new F-350 truck body. A motion was made to accept this. The motion was carried.

Vice Chairman Paul Boyle proposed purchasing a new mini camera with a locator feature for $8,460. The motion was carried.

Paul Pugielli, of Brown and Brown Insurance, reviewed the renewal of CWSA’s account as inflation is causing a small increase in fees. Overall, there will be a 5.1% increase in the insurance rate. This is lower than the average of 8-10% for most other companies.

Chris Betley, of Buckno, Lisicky & Company, spoke before the board giving a CWSA financial review following the 2022 audit, which went smoothly. Betley said the statement is clean.

Attorney Andrew Shantz spoke to the board giving a legal review. Shantz said it was a quiet year with two items tended to. First is a complaint from Whitehall Township of damage done on a pipe with settlement negotiations ongoing. Second is the Allentown waterfront easement concerns.

Mark Buckvalt, of T&M Associates, gave an engineering review, mentioning that 2022 was a quiet year with three items being managed for CWSA, including the KISS Project where significant time was spent building the model, Pennsylvania Department of Transportation and the Cementon/Northampton Bridge project and CWSA roof replacement.
