Parking kiosks approved for borough parking lot at 311 Main St.

Emmaus Borough Council met Feb. 21 for the second meeting of the month.

Regular meetings are usually held on Mondays, but the Presidents Day holiday pushed the meeting to the next day.

The meeting began with an appeal from a couple living on Franklin Street, near Emmaus High School. The couple came in to complain about the school kids parking up and down Franklin Street. The resident described it as being overrun. Councilman John Hart said this issue is being worked on within the public safety committee.

In decisions on bids, there was only one item - an approval of a #2 Grade Heating Oil, Kerosene, Unleaded Fuel, and Diesel Fuel Bid. The winning bids were Lehigh Fuel LLC and Diesel Direct Mid-Atlantic LLC.

The first item in communications was the approval of Todd Ackerman for reappointment to the planning commission. Next, council approved the Emmaus 5 Miler. This is the eighth annual 5 Miler and begins and ends on Ridge Street. There will be an after- party held at the Triangle.

In new business, two new ordinances were read.

Ordinance 1239 establishes parking kiosk zones that include the days and hour parking limits, the placement and characteristics of parking, payment, unlawful acts, ticketing, permits, violations, penalties and exceptions for kiosk zones within the borough.

Right now, the only official borough parking lot to have kiosks is located at 311 Main St. Kiosks shall be managed by “Pay by Plate,” “Pay and Display” or “Pay by Space.” The maximum parking time in hours will be unlimited.

Ordinance 1240 establishes new hiring and promotion procedures for upper management positions within the borough. This states the borough needs to advertise vacant positions to external candidates. However, if a current position is not considered vacant, but rather an upper-level title is to be assigned to a current employee, the borough is not required to advertise the position.

Councilman Roy Anders brought forward the South Second Street Rehabilitation Project Bid Specifications to start the public works report. It will provide for safer pedestrian traffic in the area and calm traffic. This will be on South Second Street between Main Street and the boundary with Upper Milford Township. The project was approved by council to be put up for bid.

The next item for Anders was the establishment of the new rules for the curbside yard waste pickup program. The items accepted will be leaves, leafy stems, grass and grass clippings. Woody branches up to one inch in diameter will also be accepted but must be placed in separate bags. All waste needs to be placed in paper compostable bags.

There is a limit of five bags allowed for pickup at the curb. Pickups will be on Mondays unless there is a holiday. Residents will need to notify the borough before 11 a.m. on the scheduled pickup day by calling 610-965-9288.

The program was approved by council.

Councilwoman Shana Baumgartner gave thanks to the Emmaus Arts Commission during Parks and Recreations. She said they are still looking for members and asked for any interested parties to reach out.

Jennifer Felegy was appointed to the library board.

In budget and finance, the bill list was approved. The total amounted to $624,828.25.

Next, council approved the hiring of Englebert Financial Advisors as Pension RFP Consultants. The borough is considering going with a new pension investment firm because of the retirement of the liaison between the existing firm and the borough.

Councilwoman Teri Sorg-McManamon informed council the Emmaus Farmers Market asked for a street closure of Fourth Street through Jubilee Street from December through April. This is due to the crowding during the Emmaus Winter Farmers’ Market. The extension was approved and will begin next year.

In the borough manager’s report, Robert Leanch DPW Class Change was approved.

Additionally, a paratransit driver and EMT were terminated.
