2023 budget approved in Lower Milford Township

The Lower Milford Township Board of Supervisors met Dec. 15 with many items on the agenda since the November meeting was canceled.

The meeting began without public comment. The previous two meeting minutes, township treasurer reports and bills for payment were approved without dispute.

Township Administrator Emily Fucci and Secretary Stacy Smith did not have anything to highlight in their previous two months of reports.

The public works report showed various tree removals, pothole repairs and pipe work throughout the township.

In old business, a new contract was introduced to the board of supervisors with various amendments. It was an extremely flexible deal for Lower Milford. The 6-month “no-cap” contract with three vouchers per household for stray adult cats is budgeted at $3,000 yearly.

The second item was on Verizon phone replacements for the public works department. The previous work phones were working on 3G, but with that network discontinued, the employees need new phones. The phones will cost $22 a line.

In new business, the first item was the ratification of a purchase of a 1983 John Deere grader. Next, the board approved the 1968 Austin Pacer 300 grader could go up for sale on Municibid. An approval was also given to close the fall festival fund. This was just a sub-fund from the general fund.

The 2022 culvert and bridge inspection report was then discussed. “Some of this looks really nasty,” Supervisor Donna Wright said. There are numerous rehabilitation projects required.

Next up, five resolutions were passed by the supervisors.

Resolution 2022-13 set the tax millage for 2023 at 0.67756 mils. There was no change to last year’s millage.

Resolution 2022-14 established the millage for special tax for fire services at 0.33878.

Resolution 2022-15 adopted the annual municipal budget for fiscal year 2023. The beginning cash and investments total $2,575,521. Net income losses showed $514,839. Ending cash totaled $2,060,682.

Resolution 2022-16 appointed Hutchinson, Gillahan and Freeh as the CPA for 2023. They were quoted at $7,950.

Resolution 2022-17 adopted Act 57 of 2022. This is being passed statewide at the municipal level. Act 57 allows taxpayers who fail to receive a tax notice during their first year of occupancy to have the penalty waived by the local tax collector.

In correspondence, the first item was the assessed valuation for taxing district for the 2023 tax year, which was received from the Lehigh County Office of Assessment. The amount of taxable dollars was just over $396 million.

The supervisors ended the meeting by commenting on how nice the Veterans Day event went for the township. The event was held on behalf of the late Ted Benson. He died earlier this year and had served this country and the Lower Milford area for most of his life.

The next meeting will be held 6:30 p.m. Jan. 3, 2023. The meetings are located at 7607 Chestnut Hill Church Road, Coopersburg.
