The Allen Township Board of Supervisors met Nov. 1 to discuss the temporary loop road relating to the Stone Ridge development’s Phase 2.
Developer Tim Livengood said he received approval for Stone Ridge Phase 2 in 2016. A variety of circumstances, including the COVID-19 pandemic and changes in permits, caused construction on the loop road to stop.
Currently, the temporary loop road has a wearing course on it and is drivable. The plan showed a widened road to 40 feet, sidewalks, curbing and more, all of which have not been completed at this time.
The township got notice from the bank that the letter of credit will not be extended past this year, according to Solicitor Lincoln Treadwell. This means the board has to take action on it before Dec. 31.
Treadwell said the two options for the board and Livengood are an extension on time to finish the temporary loop or to “punch out” the loop to Horwith Lane during Phase 3 of the project.
The board of supervisors approved two motions.
The first would allow Livengood to complete one of the two above options before Dec. 31, 2023, with the option for an extension. The second allows the township “to draw down the letter of credit by Dec. 1 of this year if [they] do not receive adequate security,” Treadwell said.
In other business, township Manager Ilene Eckhart announced a zoning hearing board meeting will be held 7 p.m. Dec. 6 regarding variances requested by the developers of the potential Wawa on Route 329 and Savage Road.
The supervisors approved a motion canceling the Nov. 22 meeting, due to its proximity to the Thanksgiving holiday. They will next meet 7 p.m. Dec. 13 in the fire department building, 3530 Howertown Road. Meeting dates for 2023, including the reorganization meeting, will be discussed.
