CWSA discusses sewer connection for proposed development

Coplay Whitehall Sewer Authority board members, at their Oct. 20 meeting, heard a request for guidance regarding a sewer connection to a new development in the township.

Attorney Dennis McCarthy and Black Forest Engineering Principal Joseph Rencko, representing the property owner at 4291 Harrison St., addressed the board. They are in search of guidance for a CWSA sewer connection for a new proposed Homeowners Association development between Harrison Street and MacArthur Road.

Options for a gravity run to Spruce Street and an option to run a line to right of way near MacArthur Road that requires a pump station were discussed in detail. CWSA strongly opposes the option requiring the pump station option due to ongoing responsibilities.

The major hurdle with the gravity run option is the nonexistence of a 20-foot easement. CWSA cannot approve without this easement.

In other business, Attorney Alex Elliker, representing Robert Kayal, addressed the board regarding the owner’s request to pave the road behind his 3012 MacArthur Road property - Whitehall Auto Sales. There is a CWSA sewer line under this right-of-way road.

CWSA added provisions for an 18-month warranty with a sewer line camera shot before work and another before warranty expiration to ensure no damage to the sewer line is done. Also, the owner has agreed to pay all fees, including CWSA attorney costs.

This motion was voted on and approved.

Lew Rauch, of Lehigh Engineering, addressed the board regarding the Whitehall Farms subdivision off Lehigh Street, where 43 new housing units are to be built. The request is to approve the sewer connections for this new development. This motion was approved and carried.

CWSA General Manager Matt Harleman reported the CWSA building roof replacement project is underway. A change order was made to approve the cost decrease due to a gypsum board shortage. A 5/8-inch board will be used as opposed to the originally quoted half-inch board. This motion was approved and carried.

Chairman James Hahn brought up a change order to the manhole project. The increase will add an additional $10,996, making the total $87,496. The change is required due to additional manhole locations and more vertical feet. This motion was approved.

Board members mentioned a letter dated Oct. 12, reappointing Paul Boyle to the CWSA board.
