Board discusses Route 329 elementary school project

At its Sept. 27 meeting, Allen Township Board of Supervisors continued the discussion regarding sewer conveyance for the proposed Route 329 elementary school.

Northampton Area School District has proposed a 113,238-square-foot elementary school and a 36,172-square-foot administrative building - a $70.3 million project - along Route 329 and Seemsville Road.

Plans have not been fully approved; however, if the plan goes through, some of the sewer line capacity will fall on Allen Township. The township would provide the school with 13 equivalent dwelling units (EDUs).

The project developer has proposed Allen Township would own approximately 159 feet of gravity line crossing Seemsville Road. A stretch of 45 feet would be outside Allen’s municipal boundary, meaning the township would own piping in East Allen Township, according to Andrea Martin, EIT.

Martin also said NASD would be the only group connecting to that line and manhole at any time in the near future. Supervisor Dale Hassler explained the township doesn’t need that line and does not see why it should own and take care of it.

After some discussion, supervisors suggested East Allen Township and NASD should co-own the 159-foot section of piping. Allen Township proposes it would own the sewer piping until the last manhole in the township.

In other business, supervisors approved resolution 2022-018. This resolution relates to Act 57 of 2022, signed by Gov. Tom Wolf July 11.

The resolution amends the local tax collection law and allows “new homeowners to receive a waiver from the property tax penalty charges if they did not receive a bill notice within their first year of owning a property.”

Solicitor Lincoln Treadwell stated this resolution will be in effect for the 2023 tax season. Further, the provision does not mean homeowners are exempt from their entire tax payment; it simply removes the penalty cost.

The board of supervisors next meets 7 p.m. Oct. 25 in the fire company building, 3530 Howertown Road.
