Five appointed to Environmental Advisory Council in Salisbury

Five township residents have been appointed to the Salisbury Township Environmental Advisory Council.

The appointments are expected to allow the EAC to resume meetings after nearly 1 1/2 years of not meeting for lack of a quorum. The EAC is to meet 7 p.m. Oct. 19 in the meeting room of the municipal building, 2900 S. Pike Avenue. The Sept. 21 EAC meeting is canceled.

The Salisbury Township Board of Commissioners voted unanimously 5-0 to approve the five appointees at the Sept. 8 meeting.

“I want to thank you for helping us to re-establish the EAC,” board of commissioners President Debra Brinton said to two appointees who attended the meeting.

Each appointee was nominated by the commissioner of the ward that the appointee represents. Appointed to the EAC:

Ward 1: Joshua Buckallen was nominated by Commissioner Heather Lipkin and seconded by board of commissioners Vice President Rodney Conn.

Ward 2: Maria Rodale was nominated by Commissioner Alex Karol and seconded by Lipkin.

Ward 3: Thomas McCabe was nominated by Brinton and seconded by Karol.

Ward 4: Brian Smith was nominated by Conn and seconded by Lipkin.

Ward 5: Betty Thompson was nominated by Commissioner Alok Patnaik and seconded by Karol.

Lipkin is the commissioners’ liaison to the EAC.

EAC meetings are chaired by Salisbury Township Assistant Manager - Director, Community Development Sandy Nicolo.

In other business at the Sept. 8 meeting, commissioners voted 5-0 to approve motions for:

- Change Order No. 1 for a $51,652.56 increase for the Gutter Mill and Overlay Project for East Texas Boulevard, South 25th Street and Main Street.

Lipkin made the motion, seconded by Patnaik.

Salisbury Township Consulting Engineer David J. Tettemer said, ”We bid the project with an inch and a half of overlay.

“We talked with [Salisbury Township] public works and Jim [Levernier, Salisbury Township Director of Public Works] said maybe it could be a better thing to build up the road.

“We had the contractor build the road up and give it a better condition. It will give you an extra five to seven years out of it.”

In answer to a question from Karol, Tettemer said, “We milled it out just to get a nicer crown on it.”

- Payment No. 1 (final) of $203,209.06 to Bracalente Construction for Gutter Mill and Overlay Project for East Texas Boulevard, South 25th Street and Main Street.

Conn made the motion, seconded by Patnaik.

- Payment No. 4 of $13,364.39 to CMR Construction for Laubach Park Storm-water Improvements Project.

Karol made the motion, seconded by Lipkin.

“The project is pretty much done. We’re holding back about $2,000 for some items,” Tettemer said.

- Payment No. 2 (final) of $5,332.12 to Insituform Technologies for the 2021 Sanitary Sewer Rehab Cured-In-Place Pipe Lining Contract A, and

- Payment No. 2 (final) of $7,873.63 to Insituform Technologies for the 2021 Sanitary Sewer Rehab Cured-In-Place Pipe Lining Contract B.

“We have held back some money until we get some documentation,” Tettemer said.

The final two motions were voted on together, on a motion by Patnaik, seconded by Conn.

During the meeting workshop, commissioners reviewed a proposed ordinance amendment to add the rank of lieutenant for officers in the police department.

“We need some differentiation to carry out some duties,” Salisbury Township Chief of Police Kevin Soberick said.

“We have to get a written agreement,” Salisbury Township Manager Cathy Bonaskiewich said.

Soberick said that the police department chain of command would be: chief, lieutenant and detective-corporal.

It was noted that the police department has one opening for an officer because of a recent retirement.

Commissioners also discussed the 2023 Pension Plan Minimum Municipal Obligation.

The board of commissioners are scheduled to meet 7 p.m. Sept. 22 in the Municipal Building.

The zoning hearing board is scheduled to meet at 7 p.m. Sept. 14 in the municipal building.

The planning commission is scheduled to meet 7 p.m. Sept. 28 in the municipal building.
