Allentown homicide suspect arrested at Philadelphia airport

United States Customs and Border Protection officers took into custody an Allentown man on homicide charges Aug. 12 at Philadelphia International Airport, according to a news release from the agency.

CBP Officers arrested Francisco Alfredo Romero-Encarnacion, 31, after he arrived on a flight from Santo Domingo, Dominican Republic.

Romero-Encarnacion is wanted by the Allentown police for alleged felony homicide by vehicle and multiple other charges.

At the airport CBP officers verified the warrant against Romero-Encarnacion as active and confirmed Romero-Encarnacion is the person named in the warrant.

CBP officers arrested Romero-Encarnacion and turned him over to Allentown police officers.

“Customs and Border Protection officers continue to support our local law enforcement partners by identifying and arresting travelers who are wanted on a variety of criminal charges, including serious homicide allegations,” Joseph Martella, area port director for CBP’s Area Port of Philadelphia, noted in the news release. “Border security remains a critical mission for CBP. We help to bring dangerous fugitives to justice which helps to keep our communities safe.”

CBP officers review passenger manifests of arriving international flights and identify travelers with outstanding arrest warrants on a wide range of charges, including homicide, fraud, larceny, robbery, narcotics distribution, sexual child abuse and child pornography, according to authorities.

CBP screens international travelers and cargo and searches for illicit narcotics, unreported currency, weapons, counterfeit consumer goods, prohibited agriculture, invasive weeds and pests and other illicit products.

Romero-Encarnacion was wanted in connection to a fatal two-vehicle crash on Martin Luther King Boulevard, Allentown, May 10, 2020.

Charges included alleged homicide by vehicle, involuntary manslaughter, recklessly endangering another person, reckless driving, speeding and driving an unregistered vehicle, according to a Pennsylvania Crime Stopper bulletin published online.

According to news accounts, a 27-year-old person, described as a passenger, was fatally injured in the crash. Another person also was hurt, according to news accounts.
