Allen hears Act 537 update

Allen Township Board of Supervisors met April 12 to hear an update on the Act 537 plan.

Andrea Martin, EIT, project manager with Barry Isett and Associates and township public building sewer inspector alternate, explained the township listed Northampton Area School District’s Seemsville Road property for 40 equivalent dwelling units in the 2001 plan.

However, the NASD’s engineer believes it will need around 13. The elementary school project is reportedly moving forward and will contain around 700 students and 90 staff members, with a nearby administrative building to house approximately 50 employees.

She also explained the township is working with Tim Livengood to determine how many equivalent dwelling units were already purchased for Stone Ridge and how many more are needed.

Catasauqua Borough is looking to set up a meeting with the township regarding sewer capacity.

In other news, the board reviewed several requests from Bath-Allen Youth Club.

The club uses Howertown Park as its home field and is asking the township to look into replacing the batting cages, fencing or an outfield wall around the main field due to safety concerns. Additionally, sponsorship and/or home field signage on the buildings was addressed.

Supervisor Gary Behler voiced his opinion on these matters.

Currently, there is an old netting cage at the fields. Behler said he would be on board for metal cages; however, there are safety concerns with both. Additionally, since it is a community park, he feels the cages shouldn’t be locked.

He added the fencing issue came up a few years ago and was denied by the board.

The club’s reasoning is the stormwater swale caused a player to fall and break his collarbone. A fence would keep players from going too far out. Behler believes fencing or a wall could also injure a player and make more trouble for the public works department when mowing.

Further, Behler said he is against signage for private businesses on public property.

Supervisors did not make any decisions regarding the requests and plan to continue discussions with the youth club.

Supervisors will next meet 7 p.m. June 14 at the fire department, 3530 Howertown Road.
