Recreation and open space board disbanded

The monthly Lower Milford Board of Supervisors meeting was held May 19 with several items in new business, including an official decision on what will happen with the recreation and open space board.

The meeting began without public comment and moved to the approvals of the past meeting minutes and the township treasurer’s report. Of note, $75,649 was spent April 20 through May 17.

Next, the administrator, zoning and public works reports were read and approved. The public works report highlighted repair work to the township garage and pothole repairs to various roads.

The meeting quickly moved to old business.

Ordinance 139 was approved “for the disbandment of the recreation and open space board.” There were two resolutions after the approval of the ordinance.

Resolution 2022-8 authorizes action regarding the recreation and open space plan to the Lower Milford Planning Commission.

Resolution 2022-9 authorizes the township administrator to “sign documents on behalf of the board of supervisors.”

Both resolutions were approved.

A new ordinance will be raised at an upcoming meeting putting a truck restriction ordinance on Hoffman Lane, which is off Limeport Pike between Beverly Hills Road and Church View Road. It will restrict any vehicle over 40 feet. This will not restrict the entirety of Hoffman Lane, as there will be specific boundaries.

There were three quotes received to install an HVAC unit at the township building. The quote chosen was Jack Lear Heating, Cooling & Electric for just over $18,000. This will be the second time this specific unit has been replaced in 10 years. It was noted the unit selected has more protection than past units.

Next, a change to the township building sewer plan design was discussed. The change allows for the Sycamore trees around the building to stay, instead of being taken down.

The following items were all discussed in new business.

First, Resolution 2022-10 was approved. This adopted a new security policy for the township buildings. There never was an official policy in the past. This covers keys and access to the building, pass codes and security cameras, among many other items. This will supersede any previous policies.

Following the resolution, an educational stipend was approved for the emergency management coordinator. The stipend totals $500 for courses required for the certification. Additionally, a second item was discussed for a stipend moving forward in case there are future courses needed. “It encourages education for our emergency management coordinator,” Administrator Emily Fucci said.

A decision on future stipends was tabled for another meeting so more research and discussion can be done to come up with an appropriate amount of money.

Next, approval was given to advertise and sell a 1991 John Deere GO-410 C Backhoe on Municibid. This will be listed once the new equipment arrives. Municibid is an online auction service serving government agencies, schools and authorities.

A spending proposal was introduced for the recreation and open space fund. The total amounts to just over $7,100. The plan discussed improvements to the park area, walking paths, signage, landscape, etc. What is not spent will go to the general fund for park supplies.

A private fence was discussed to be placed alongside the Dillman property, which is adjacent to the township park. The length and exact placement still need to be ironed out. A decision will be made at a future meeting.

The last two items were requests of the Lower Milford Fire Department Special Fire Police.

First was a request from the Borough of Macungie for help with traffic control for their Antique Truck Show, the Das Awkscht Fescht Car Show and the Wheels of Time Car Show.

The second was a request from Milford Township for help with traffic control and parking during their annual carnival in June.

Both requests were approved. However, it is still up to the fire department if they will be able to help.

As a reminder, the Lower Milford Township 20th Annual Fall Festival will take place 10 a.m. to 5 p.m. Sept. 24. The event is rain or shine.

The next Lower Milford Board of Supervisors meeting will be held 6:30 p.m. June 16. The meetings occur at 7607 Chestnut Hill Church Road, Coopersburg.
