Board steps up to approve new stairway
Brian and Trish Carnahan were granted a certificate of appropriateness to replace concrete steps and the landing for their 444 N. New St. home from the Historical and Architectural Review Board at the May 4 held at the Rotunda.
Located along the Wall Street-facing edge of the corner property, the new stairs are to be centered off the existing porch stairs and built with flagstone. The concrete landing will be replaced with red brick pavers to match other pavers located around the property.
The Carnahans also received approval to resurface the parking pad off Wall Street with red chipped stone, matching the existing surface. The stone retaining wall around it is to be repaired in-kind.
The applicants were advised a hand railing for the stairs will need to be installed to meet code requirements. The design for it should be reviewed by the board at a future meeting.
Donald and Elke Rockwell scored a COA to replace the roof, skylights and windows for their end-of-row unit at 52 E. Wall St. GAF Slateline shingles in Antique Slate were approved, with Royal Slate chosen as a backup color if supply issues were encountered. The existing gutters and downspouts are to be retained.
The skylights are being replaced with in-kind, updated models. The 22 double-hung replacement windows replicate the existing ones.
The brick façade home is part of a row of attached houses built circa 1977 on the former site of the 1892 George Neisser Public School.
Robert and Jenine Littner’s front door and trim painting proposal was approved for 512 N. New St. The color is to change from brown to black to match the color of the wall lights flanking the main entrance.
Currently home to the law offices of Littner & Littner, the one-story building was once a post office.
All votes were unanimous.
With former chair Marsha Fritz’s term recently expired and Beth Starbuck’s resignation from both historic boards, HARB is currently seeking two volunteers to fill empty seats.
Vice Chair Connie Postupack presided over the meeting and introduced newly-appointed member Nik Nikolov.
The Historical and Architectural Review Board regularly meets the first Wednesday of every month to review all exterior changes proposed to buildings in the Bethlehem Historic District north of the Lehigh River. When a proposed project receives a certificate of appropriateness from the board, applicants must wait for city council to vote on it before proceeding. Meetings can be viewed on YouTube.
