Allen Township Board of Supervisors met Feb. 22 to hold a public hearing regarding draft amendments related to the Willowbrook Farm and Alexandra H. Fuller Family Trust curative amendment.
Jim Constantine, with LRK Architects, explained the current plan proposes keeping about half the property as open space, while the rest contains a variety of uses, including single- and multifamily homes, courtyards, parks and a village for restaurants and shops.
One township resident asked about the traffic impact on Bullshead Road. John Wichner, traffic engineer, said the developer will prepare a full traffic impact study, which will include counts of existing traffic, as well as traffic from proposed population growth.
Supervisor Gary Behler also commented on the part of the zoning ordinance saying “any nonresidential uses proposed in the village center, in addition to those specifically set forth above, will be permitted by conditional use only.” Behler wanted to make sure “nonresidential use” would exclude any industrial uses.
In other business, Engineer Andrea Martin provided another update regarding the Act 537 plan. She explained Northampton Borough presented a counter proposal regarding the rate issue. The rate issue is under litigation and cannot be discussed.
The draft Act 537 plan will contain two options - keep the current connections with Northampton or move forward with redirecting flow of 800 equivalent dwelling units to Catasauqua Borough.
Option two would take the equivalent dwelling units from Northampton and send them to Catasauqua, most likely from the Willowbrook Farms project. It would also free up those additional units for future projects.
