Allen supervisors continue Willowbrook/Fuller hearing

The Allen Township Board of Supervisors met March 22 to continue discussion on the Willowbrook Farm and Alexandra H. Fuller Family Trust curative amendment.

The hearing began at the Feb. 22 supervisors’ meeting, where the two draft ordinances were discussed.

Ordinance 2022-1 proposes amendments to the township’s zoning ordinance, specifically “adding a new ‘mixed-use village’ use to the uses permitted in the R1 zoning district.”

Ordinance 2022-2 proposes to “add a part 8 entitled ‘Specific Regulations Pertaining To A Mixed-Use Village Use,’ setting forth the regulations governing subdivision and land development pertaining to a mixed-use village use.”

Concerns about three-story buildings were also discussed at the previous meeting. Allen Township and the developer had agreed to a two-story maximum, due to the limitations of fire apparatuses, according to Dale Hassler, board chairman and fire chief.

A new section was added to the zoning ordinance to explain the building height does not include “any areas not intended for human habitation,” or the area between the second floor’s ceiling and the roof.

With this, Solicitor Lincoln Treadwell explained the ceiling of the second floor can be no higher than 26 feet, allowing access for the fire equipment.

The supervisors also discussed the traffic impact study, with the exception of off-site intersections, that will be performed.

Attorney Marc Kaplin explained the study will take into account the current traffic and what the proposed development will add. The current traffic will be assessed by three times - the morning peak, afternoon peak and Saturday peak.

Resident Gene Clater said he understood the township cannot require off-site improvements but does not believe the Willowbrook Road bridge should be considered off-site due to its current state and increased traffic coming from the proposed development.

The board voted to adopt Ordinances 2022-1 and 2022-2.

The supervisors also approved the municipal waste and recycling services contract with J.P. Mascaro & Sons. The contract will run June 1-May, 31 2025.
