School board OKs budgets

Whitehall-Coplay School Board approved budget items at its meeting Feb. 28.
Specifically, the board approved the resolution for the 2022-23 Lehigh Career and Technical Institute general operating budget of $29,779,840 and Academic Center budget of $2,164,100, with Whitehall-Coplay School District contributing $2,383,800.21 for the general operating budget and $223,340 for the Academic Center.
The board approved the resolution for the 2022-23 Lehigh Carbon Community College operating budget in the amount of $44,891,636 and debt service/leases and capital budget in the amount of $8,415,253, with WCSD contributing $445,937 for the operating budget and $105,036 for the debt service/leases and capital budget.
The board approved the resolution for the 2022-23 Carbon Lehigh Intermediate Unit 21 general operating budget of $3,376,570, with WCSD contributing $58,159.
Also approved were the professional job descriptions for the dean of students, elementary and secondary school counselor, emotional support interventionist, ESL specialist, integrated support services coordinator, library science specialist, math instructional specialist, primary education teacher for kindergarten through grade 6, reading specialist, school psychologist, secondary education teacher for grades 7-12, special education autistic support teacher and special education teacher.
The board approved the revised WCSD APR/ESSER health and safety plan, effective March 1.
The board awarded the differential price on the diesel fuel bid and gasoline bid to Petroleum Traders Corporation, Fort Wayne, Ind., July 1-June 30, 2023. The bid was conducted jointly with Parkland School District.
The board approved the Buckno & Lisicky annual audit report.
In other business, the board authorized Fox Rothschild LLP to enter into an agreement for the Whitehall property located at 1000 Fourth St., parcel ID 640803262884 1, assessing it at $1,393,700 for the school district tax year 2021-22 and assessing it at $1,294,100 for the school tax year 2022-23 and for each subsequent tax year until a change in the property’s assessment pursuant to applicable law.
The board approved the Fulton Bank resolution to add William Fonzone Sr. to the district bank accounts.
The board approved the contract between WCSD and Team Counseling Concepts Inc., Orefield, subject to administration and solicitor approval for wording.
The board approved the contract between WCSD and Sharp-Ross PsychEd Services LLC, Bethlehem.
Also approved was the Whitehall High School new textbook for AP Language and Composition.
The board approved the 2022-23 course of studies addendum that includes grade 12 learning options for English 12 and social studies for college prep and honors seniors.
The board approved the 2022-23 WCSD calendar.
WCSD Superintendent Dr. Robert Steckel said one change has been made since the February committee meetings. The in-service day, which was planned for Jan. 13, had been moved to March 10 to align with other Lehigh County schools, so LCTI students wouldn’t miss two days of instruction.
The board approved the memorandum of understanding between WCSD and Big Smiles Pennsylvania P.C.
The board approved the three-party agreement between WCSD, Zephyr Pride Foundation and Scoreboard Media.
The board approved the district administration office lease agreement between WCSD and Pena4 Ventures LLC, Center Valley, subject to administration and solicitor approval on the final wording.
The board approved the Adam Meyer Inc., Bethlehem, quote for the DAO move.
The board approved the quote from TWG Security, Emmaus, for camera replacement.
Board members approved the early retirement incentive plan for eligible Act 93 members.
Approved retirements include Christine Smith, supervisor of transportation, Aug. 31; Phillip Bankos, supervisor of buildings and grounds, Aug. 31; Lisa Kubik, human resources secretary, Oct. 7; Sandra Hoenl, second shift maintenance, March 7; James Hrycyszyn, security, Dec. 12, 2021; Denise Christman, WHS library secretary, May 2; and Sue Christman; security, June 30.
Teachers retiring at the end of the 2022 school year include Donald Ryan, Whitehall-Coplay Middle School music teacher; Kris Eichelberger, WHS math teacher; Dennis Roman, WCMS sixth-grade teacher; and Jeffrey Jones, WCMS sixth-grade teacher.
Approved resignations include Dina Shadi, cafeteria, Feb. 11.
New appointments include Kyle Hillegas, WHS chemistry teacher, with a salary of $55,404; Tristen Hansen, cafeteria worker, at $14.02 per hour; Sara Cesanek, Gockley Elementary School math paraprofessional, at $18.85 per hour; Robin Serfass, Steckel Elementary School cafeteria monitor, at $13.20 per hour; Jerica Hart, WHS principal’s secretary, at $40,216; Kim Mayo, Steckel Elementary nurse assistant, at $25.55 per hour; Tiffany Roth, secondary inclusion paraprofessional, at $20.02 per hour; and Lutifye Dayi, cafeteria worker, $14.02 per hour.
New salaried substitutes include Michelle Scalleat, WCMS, at $52,299; Mary Nehme, WHS, at $52,299; Kirsten Jeager, WCMS, at $52,299; Jada Whiteman, Steckel, at $52,299; Stephanie Popovich, Steckel, at $56,120; and day-to-day substitutes include Aaron Bilby and Brielle Rigo, teachers, no rate provided; and Scott Hudak, maintenance, at $14 per hour.
Approved extracurricular positions include Tina Stoudt, WHS senior class adviser, at $2,036; Michael Rile, Model U.N. adviser, at $700; Edward Hong, spring musical producer, at $1,650; spring musical director, at $1,650; and spring musical rehearsal accompanist, at $540; Melissa Zimmer, spring musical choreographer, at $950; Kendra Kramer, spring musical director, at $1,355; Daniel Smale, spring musical pit musician, at $540; and Matthew Tanzos, spring musical pit conductor, at $850.

Also at the meeting, the board granted tenure to WHS teacher Joshua Fick.
