During the Coplay Whitehall Sewer Authority meeting Jan. 20, Chris Gibbons, of Concord Public Finance, and Kevin Reid, of KingSpry’s Public Finance Law Practice, spoke on a refinancing proposal to settle CWSA’s $759,000 debt to Lehigh County Authority. The current loan rate paid to LCA is 5.44 percent.
Multiple banking institution proposals were received, with Embassy Bank being the lowest at 0.88 percent. CWSA is to pay LCA $741,000 to settle that loan. The outstanding balance will be carried by Embassy Bank at the much lower rate, and the loan will be repaid in five years.
There will reportedly be a substantial long-term savings of more than $500,000. This CWSA resolution, designated 381, was positively voted on and carried.
The election of officers was conducted. Dennis Wehr was welcomed and nominated for the assistant treasurer position. James Hahn moves to the chairman position with the passing of John Schreiner. Paul Boyle moves to vice chairman. All other positions remain the same.
All nominations were accepted. Chairman, vice chairman, treasurer, secretary and community affairs positions pay $300 per month, with assistants at $250 per month. This is unchanged from last year.
Other 2022 appointments include solicitor Andrew Schantz of Davison & McCarthy Law Firm, engineering firm T&M Associates and accountant firm Buckno Lisicky & Company.
General Manager Matt Harleman reported the long-anticipated Eberhart pump station generator project was expected to be finished Jan. 24. The delay was due to problems encountered while removing the old generator.
Brian Lee, of T&M Associates, reported his firm’s work on the Pennsylvania Department of Transportation Northampton-Cementon Bridge project is finished. This project had faced multiple plan modifications.
CWSA next meets 7:30 p.m. Feb. 17 in the public meeting room of Coplay Whitehall Sewer Authority, 3213 MacArthur Road, Whitehall.
