12-unit apartment building plan tabled in Salisbury

A proposal to convert a building into garden apartments in eastern Salisbury Township has been tabled.
The Salisbury Township Planning Commission voted 6-0, with one member absent at the Dec. 14 meeting, to table the preliminary site plan for the land development at 1493 E. Emmaus Ave. submitted by NuVision Properties, LLC.
The project proposes to convert the building into 12 garden apartment units. The property is in the R4, Medium Density Residential zoning district.
Planner Jessica Klocek made the motion, seconded by Planner Richard Hassick, to bring the motion to table the project to a vote.
Salisbury Township Consulting Engineer David J. Tettemer read from his Dec. 7 review letter, which included 19 comments.
The plan was tabled to resolve Tettemer’s concerns about right-of-way requirements for South Fairview Street on the property’s east side and the number of parking places and their placement.
Eighteen parking places are required, or one and one-half parking places per apartment, for the 12-unit apartment building.
“Your parking will be in the right-of-way and you’re going to have to revisit the setback variance,” Tettemer said to the developers.
After discussion, it was agreed Tettemer will meet with the project’s engineer to discuss the parking and setback concerns.
In a separate concern, the developers agreed to move the location of proposed landscaping plantings so there will be no interference with a stormwater drainage swale on the property.
The plan has five apartments on the second floor, four apartments on the first floor and three apartments in the basement of the building.
Several variances were approved by the Salisbury Township Zoning Hearing Board at its Sept. 7 hearing.
NuVision Properties, LLC, the developer, is represented by Attorney William G. Malkames, on behalf of Julius Ewungkem and Frank Ndi, NuVision owners.
The building was previously an eight-unit group home owned and operated by Eastern Comfort Assisted Living II, Inc.
The 32,450-square-foot building has a central hallway on each of its two floors.
Each apartment is to be one-bedroom. One room in each of the two-bedroom living quarters will be converted for use as a kitchen. Each of the living quarters is 504-square-feet to 572-square-feet.
In other business at the Dec. 14 meeting, planners voted 6-0 to accept the 2022 planning commission meeting schedule. Planner Jimmy Brown made the motion, seconded by Hassick.
Planners’ meetings are changed to 7 p.m. on the fourth Wednesday of each month, with the exception of November, which will be the fifth Wednesday of the month because of the Thanksgiving holiday. Planners previously met 7 p.m. on the second Tuesday of the month.
The Salisbury Township Planning Commission is next scheduled to meet 7 p.m. Jan. 26, 2022 in the meeting room of the municipal building, 2900 S. Pike Ave.
