Allen supervisors award municipal waste bid
The Allen Township Board of Supervisors’ Dec. 14 meeting began with a moment of silence for former supervisor Carl Edwards, who died Nov. 30. Edwards had recently resigned the board position.
In other business, the township received two bids, each with three different plan options, for its municipal waste and recycling contract. The bids were reviewed at the previous meeting.
J.P. Mascaro bid a steady $1,902,708 for three, six and unlimited bags. Waste Management, on the other hand, had a fluctuating bid. Service would cost $1.7 million for three bags, $2.2 million for six bags and $2.7 million for an unlimited amount of bags.
“The fact that we are getting a bid for an unlimited amount of garbage for the same price as a three-bag amount of garbage [is] to me, a no-brainer,” Supervisor Gary Behler said.
The board approved a motion to award the $1.9 million bid to J.P. Mascaro for its three-year, unlimited-bag plan. However, a few changes will be made with this plan. Residents are allowed to put out one bulk item a week, and the township will be split in half for recycling collection.
The supervisors discussed a few issues pertaining to Radar Drive, including its private driveway status, the release of security funds and the current pavement markings. Current plans for development show Radar Drive being released to the township as a public road; however, Rockefeller Group has requested it remain a private driveway.
Engineer Stan Wojciechowski said the township is still holding approximately $1.1 million for improvements not yet completed. These improvements include the striping, pavement markings and some missing signage. He added Rockefeller would have to post a maintenance bond and finish the improvements before any security is released.
After some discussion, the board decided Radar Drive should remain a private driveway. The supervisors would first have to meet with the project developer to approve revised plans changing this provision.
Finally, the board approved the 2022 budget, which includes the purchase of a 2023 10-ton firetruck, and set the tax rate at a steady 5 mills.
With there being no further business to attend to in 2021, the supervisors approved a motion to cancel the Dec. 28 meeting.
The Allen Township Board of Supervisors will meet next 6 p.m. Jan. 3, 2022, for its annual reorganization meeting. It will be held at Allen Township Fire Department, 3530 Howertown Road.
