Allen Township discusses Towpath Estates, Valley Road plans

The Allen Township Board of Supervisors met Nov. 23 to provide an update on the Towpath Estates project.

The original plan required developers to install pipes under the railroad track and canal. There is no longer a need from a stormwater standpoint, and developers requested removal of this requirement.

The plans also included the paving of West 27th Street, softening a dip in another road and widening a different road.

West 27th Street was only paved halfway. Further, the developers said widening the other road to 20 feet would be difficult due to underground fiber optics and tree roots. Supervisors suggested they get as close to 20 feet as possible.

Originally, Allen Township was going to pay for materials for the road widening, as well as the softening of the dip. Supervisor Dale Hassler suggested the developer pay for some of the materials, in exchange for the relief they would be given on the pipes.

According to Engineer Stan Wojciechowski, there is $250,000 in the developers’ escrow account for the pipes. Paving materials were around $70,000 in 2010. Even if the price doubled, the developers would still be saving almost $100,000. The developers agreed to pay for the materials.

The board approved the revised final plan, per the comments made at the meeting. Details will be discussed between Solicitor Lincoln Treadwell and the developer’s attorney David Shulman.

Also discussed at the meeting were administrative matters and an issue on Valley Road.

A resident on Valley Road reported several incidents of property damage due to a sharp turn. In 2020, directional and reflective signage was installed in an attempt to stop the damage and enhance visibility. Wojciechowski explained further solutions could include larger signs, painting the roadway with thermoplastic paint or milling the road.

Supervisor Gary Behler made a motion to install extra signage and paint the roadway first, then mill the road if the problem is unsolved. The motion was approved 4-0.

The board accepted the resignation of Supervisor Carl Edwards. Paul Link, planning commission vice chairman, was appointed to his seat and will serve until December 2023.

Township Manager Ilene Eckhart was approved to advertise next year’s meetings. The reorganization meeting will be 6 p.m. Jan. 3, 2022. The monthly meetings will be held 7 p.m. the second and fourth Tuesday of each month.

The board of supervisors next meets 7 p.m. Dec. 14 at in the fire company building, 3530 Howertown Road.
