Council to vote on board appointments Sept. 3

Two candidates for appointments to separate Northampton Borough boards will have their names go before borough council at its Sept. 3 meeting; however, borough lawmakers declined to cast ballots for their confirmation regarding the appointments at the Aug. 6 meeting.
Retired District Judge Joan Marinkovits sought appointment to the zoning hearing board of adjustment. She had earlier served as a member of the zoning board. If she is appointed, she would fill a vacant seat on the five-member board.
Borough Manager LeRoy Brobst said in the event the zoning board meets with four members, and a tie vote ensues, the appellant’s appeal is noted as a no vote, or rejection. Marinkovits was the only candidate for the position.
Michael Edelman, a candidate for the five-member borough UCC Board of Appeals, was the sole candidate for the position. Brobst said the board meets on construction matters but has not held a session for the last 28 years. There are only two members on the UCC board, which has no quorum since at least three members need to be present for the board to vote.
Regarding Marinkovits’ candidacy, no council member made a motion to have the matter heard. A motion, and seconded by another member of council, is required by borough council for a vote by the entire board to be taken. Council President Anthony Lopsonzski Jr. asked several times for a motion by the members, which was met by silence.
Edelman did receive a motion by Councilman Anthony Pristash, but when a second was needed for the vote to proceed, no member came forth. Brobst mentioned Edelman was permitted to apply for the position although he resides outside the borough, taking into account a legal opinion on the matter. Edelman, a former borough building inspector, was the only candidate for the appointment.
In other news, Atlas Cement Company Memorial Museum will not open for the remainder of the season. Curator Ed Pany said the museum did not open at all in 2020 because of COVID-19.
