MACUNGIE BOROUGH COUNCIL
The wastewater treatment plan for Lehigh County Authority was approved at the Aug. 3 Macungie Borough Council meeting.
The LCA resolution must be approved by the borough of Alburtis, city of Allentown, borough of Coplay, Whitehall Township, borough of Emmaus, Hanover Township, Lower Macungie Township, Lowhill Township, borough of Macungie, North Whitehall Township, Salisbury Township, South Whitehall Township, Upper Macungie Township, Upper Milford Township and Weisenberg Township.
LCA Engineer Phillip DePoe gave a brief explanation of the Final Interim Act 537 Plan which details a “corrective action plan related to the hydraulic overload condition which occurred in 2019 after Pennsylvania received the most annual rainfall since data began being collected in 1895. As a result of the hydraulic overload condition, the Kline’s Island Sewer System Signatories working group, with the assistance of ARRO Consulting, developed the interim plan for the period of 2021-2025,” according to LCA.
Council approved the resolution unanimously.
In other business, the Americans with Disabilities Act ramps on South Church Street are near completion. It was said during heavy rain in July, water seeped into several houses from this construction. The contractor is cooperating and residents have either been compensated or repairs have been made.
Stone Hill Meadows is moving along; however, there is still a problem with water which is accumulating at the end of Willow Street during heavy rain. Potential resolutions are being discussed.
Stormwater is also a problem at Allen Organ with water in the building. It is not clear whether the stormwater came from the development or a broken water pipe. There is also water accumulating on Spring and Robin streets.
Main Street Commons is progressing as the sewer main has been tied into the already established line.
The Streetscape project was discussed. PPL will be energizing the southbound side of Main Street around the middle of August. There is still a problem with the mulch height.
UGI completed their repairs on Main Street and paved the road properly.
Lumber Street lighting is progressing.
The Cotton Street pedestrian bridge is under construction. Some problems with certain aspects of the base have been discovered and will be resolved.
A concern was raised about properties with overgrown grass and weeds. In one case, a letter is being sent to the property owner. The possibility of issuing tickets will be further investigated.
There was a discussion about residents who have not registered their rental units with the borough. Letters have been sent but are not being answered on a timely basis.
The website issues are still being considered with a better clarification needed.
The sidewalk installation at the Hartman property along Main Street was discussed. A permit is not needed.
Under unfinished business, council discussed a request for Chapter 230 Nuisances Ordinance Change - Proposal for Progress in the Hillcrest neighborhood.
One particular area had 13-14 reports of unnecessary noise in May. Several borough council members and the mayor visited the area to evaluate the situation.
The payment of Phase III to Mohawk Construction for the Main Street Streetscape in the amount of $24,536.66 was approved.
