SALISBURY TOWNSHIP Board of commissioners

The Salisbury Township Board of Commissioners is expected to hold its second meeting via the Zoom online meeting platform.

Several important items are listed on the May 14 agenda for consideration, including a resolution to appoint a township zoning officer.

The previous zoning officer, Cynthia A. Sopka, resigned in January.

Sopka’s last day of township employment was March 6. With about 11 years as township planning and zoning director, Sopka was eligible for retirement.

Until Sopka’s successor is named, her duties have been overseen by Salisbury Township Assistant Township Manager Sandy Nicolo, Salisbury Township Consulting Engineer David J. Tettemer and Salisbury Township Administrative Assistant, Community Development, Kerry Rabold.

Township commissioners voted 4-0, with one commissioner absent at the Jan. 23 meeting, to approve a “resolution in recognition of years of service and to accept the retirement of Sopka.”

Also on the May 14 meeting agenda is a resolution to appoint a township flood plain administrator.

Based on the Federal Emergency Management Administration, a municipality’s flood plain administrator is responsible for the daily implementation of flood loss reduction activities, including enforcing a flood damage prevention ordinance and updating flood maps, plans, policies and activities related to administration of the National Flood Insurance Program.

Municipalities in Pennsylvania are required to have a flood plain administrator to be in compliance with a flood plain ordinance.

FEMA delineates flood plain administrator duties, including how to process permits, conduct inspections, enforce regulations, process appeals and variances and keep records.

Also on the meeting agenda is a resolution to authorize Salisbury Township Manager Cathy Bonaskiewich to execute a Community Development Block Grant application and provide for a 10-percent match commitment for the 2021 Sanitary Sewer Rehabilitation Project.

Another agenda item has to do with a motion to authorize renewal of the Franko Farm Park house lease agreement.

Discussion and possible votes are expected for each of the aforementioned agenda items.

There will be a workshop, also virtual, after the meeting when items are discussed but not voted on. One item is listed for the May 14 workshop, that of Portnoff Collection Services.

The meeting is scheduled for the regular 7 p.m. start time, with township commissioners, administrators and officials signing in from their homes.

Township residents who want to participate in the May 14 meeting, may do so from their residences.

There will also be a courtesy of the floor portion of the meeting, as with a regular in-person commissioners’ meeting, for public comment on non-agenda items.

Commissioners are expected to hold a regularly-scheduled second monthly meeting, again via Zoom videoconferencing 7 p.m. May 28.

Other township meetings in May are canceled, including the May 5 zoning hearing board, May 12 planning commission meeting and May 20 environmental advisory council meeting.

The next scheduled zoning hearing board meeting is June 2. The next scheduled planning commission meeting is June 9.
