Zachary Thomas Pammer, 24, of Northampton, was arrested on several charges after an incident Nov. 7 in Lehigh Township.

According to the report, at approximately 9:05 p.m., Lehigh Township Police Department was dispatched to the 1100 block of Quince Road for a woman screaming and a naked male, reportedly covered in blood, jumping on her car. Officers said they were also advised a nearby residence was on fire.

Police arrived to find the two-unit dwelling fully engulfed in flames, and a male, later identified as Pammer, with no clothes on inside a Subaru in the middle of the road. The car and Pammer were covered in blood, police said.

The driver of the Subaru said she saw the fire and stopped to help. That is reportedly when Pammer, covered in blood, jumped on her vehicle. Pammer forced his way into her car, allegedly assaulted her and tried to restrain her. The woman was able to get out of the car and call police, according to the report.

When police arrived, Pammer had to be removed from the car. He reportedly assaulted police officers by kicking them and spit on police and EMS.

After Pammer was in custody, police located the resident of 1136 Quince Road yelling for help and hiding behind a car. She said she lived alone in that residence, and Pammer was a relative. She said he appeared at her door unannounced, acting very weird and then went into a rage.

She said Pammer kicked in the door, threw things at her and physically assaulted her. The resident was able to escape the dwelling and hid until police arrived. She said she was unsure how the fire started.

According to police, Pammer was charged with burglary, robbery of a motor vehicle, criminal trespassing, aggravated assault, unlawful restraint, simple assault, indecent exposure, disorderly conduct, public intoxication and harassment. Police said they suspect drugs may have been involved in the behavior of Pammer.

The fire is still under investigation, and additional charges could be added to the complaint. The residence suffered severe damage from the fire.
