SALISBURY TOWNSHIP BOARD OF COMMISSIONERS

An extension has been granted for a proposed subdivision in western Salisbury Township for the purpose of a further review of the plan.

The Salisbury Township Board of Commissioners voted 4-0, with one commissioner absent at the July 11 meeting, to approve a motion to accept the granting of a time extension for the plan review of Plot 886 LLC.

The plan was to expire July 24. The plan review has been extended to Sept. 13. The township planning commission’s June and July meetings were canceled.

Township Commissioner Joanne Ackerman made the motion, seconded by Commissioner Rodney Conn, to bring the motion to a vote.

Plot 886 LLC, with Dave East as a partner, is proposing a subdivision on a 4.2372-acre property at 886 Flexer Ave., a property originally owned by Dr. John A. and Jane Altobelli.

The plan, which was listed at 904 Flexer Ave. and 2282 East Texas Blvd., also known as Mosser Drive, was tabled by a 5-0 vote at the May 14 township planning commission meeting.

The site, which is vacant land, is in the township’s Rural Residential Zoning District R-3, which is referenced as Medium Low Density Residential dwellings.

Five lots with a cul-de-sac are shown on the plan. The number of lots was reduced from nine lots.

Salisbury Township Consulting Engineer David J. Tettemer, of Keystone Consulting Engineers, Inc., reviewed the plan at the May 14 planners’ meeting.

Tettemer discussed lot depths, for which a waiver might be required if the plan is not changed; stormwater basins, which are designed as infiltration basins and fencing, which is recommended around one of the basins.

“It looks to me that the plan is reasonable and will get DEP approval,” Tettemer said at the May 14 planners’ meeting.

DEP is the acronym for the Department of Environmental Protection.

The subdivision was submitted as a sketch plan at the March 12 planners’ meeting.

Reading from his March 6 review letter, which had 15 items, Tettemer noted several items March 12, including:

• The plan has a 20-foot setback, whereas a 25-foot setback is required, so a variance will be needed.

• Public sanitary sewer, provided by South Whitehall Township, requires an inter-municipality sewer agreement.

At the March 12 planners’ meeting, Salisbury Township Director of Planning and Zoning Cynthia Sopka said, “I do agree that a 25-foot setback is required.”

East, the developer, replied, “We will comply with that.”

During the approximate 30-minute discussion, it was stated two off-street parking spaces are required for each dwelling.

The township zoning hearing board voted 3-0 at its March 6, 2018, meeting to remove a restriction on the site that would have limited the number of lots to three on the approximate four-acre property.

The restriction of three houses on the lot was put in place Aug. 7, 2001, by township zoning officials.

Maria Diaz-Joves, of a423, a Hellertown-based architecture and design firm, said at the March 6, 2018, hearing an agreement of sale for the property is contingent on obtaining township, county and state approvals.

“We build modern, sustainable homes. They are more energy-efficient and greener than the normal home,” Diaz-Joves said.

It was stated the proposed 2,500-square-foot homes might sell for $350,000 to $400,000.

The Salisbury Township Board of Commissioners is scheduled to meet 7 p.m. Aug. 8 in the meeting room of the township municipal building, 2900 S. Pike Ave. The July 25 township commissioners meeting was canceled.

A planning commission meeting is scheduled 7:30 p.m. Aug. 13.
