SALISBURY TOWNSHIP BOARD OF COMMISSIONERS

A new schedule of fees includes several increases for Salisbury Township residents and those who do business in the township.

The Salisbury Township Board of Commissioners voted unanimously 5-0 at the March 14 meeting to approve a resolution setting the schedule of fees for 2019.

Making the motion to bring the resolution to a vote was Commissioner Joanne Ackerman. The motion was seconded by board of commissioners Vice President Debra Brinton.

The 23-page schedule of fees is available at the municipal building township office and on the township website.

The fees cover such matters as: false alarms, fire safety inspection, moving, rental properties, motor vehicles, on-lot sewer systems, peddlers, police reports, sewer services, solid waste, streets and sidewalks, subdivision and land development and zoning and building.

The bulk of the fees pertain to zoning and building, which comprises Pages 9 through 23.

In an email response to a question from The Press, Salisbury Township Manager Cathy Bonaskiewich explained some of the fee changes.

A section was added concerning grease traps. A permit will cost $300 plus transfer fees. This information is on Page 2 of the fee schedule.

Under housing, also on Page 2, rental registration and inspection fees were added. For properties with one to 20 units, the fee is $20 per unit. For properties with 21 to 50 units, there’s a $500 flat fee. For properties with 51 or more units, there’s a $750 flat fee.

The rental inspection fee is $50. The rental re-inspection fee is $25 per inspection.

Fees were updated for on-lot sewer systems to coincide with the new fee schedule from Township Sewage Enforcement Officer Scott Bieber, according to Bonaskiewich. These fees, which comprise one page, are listed on Page 3 of the schedule.

There is now a $50 fee for peddlers. Previously, the fee was unspecified.

A section was added, clarified and the fees were increased, as listed on Page 4 of the schedule, for sewer services. The new fee is $288 per annum ($72 per quarter) for residential, which is up from $264 per annum and $316.80 per annum ($79.20 per quarter) for commercial, which is an increase from $290.40 per annum.

Also on Page 4, the solid waste fee was increased to $272 per annum ($68 per quarter), which is up from $268 per annum. A recycling bin fee of $13 has been added.

Various fees for streets and sidewalks have been updated on Page 5.

The changes in subdivision and land development fees are included on Pages 6 through 8. The legal and engineering fees were updated to coincide with new fee schedules from Township Solicitor Atty. John W. Ashley and Township Engineer David J. Tettemer, according to Bonaskiewich.

The water fee, contained on Pages 8 and 9 has increased to $6.60 per thousand gallons of usage, up from $6.30 per thousand gallons of usage.

Under zoning and building, water tapping fees for residential use, listed on Page 16 and for commercial uses, listed on Page 21, have been updated and clarified.
