The proposed Salisbury Township rental ordinance is expected to be on the agenda for a vote at the 7 p.m. Oct. 25 township meeting in the municipal building, 2900 South Pike Ave.

The first reading of the ordinance was at the Oct. 11 township meeting.

A draft of the two-page moving permits amendment and the seven-page rental property inspections amendment was distributed and discussed during the Sept. 27 commissioners’ meeting workshop.

The proposed changes were presented at the July 26 township meeting workshop by Salisbury Township Lead Fire Inspector Dustin Grow; Salisbury Township Police Department Sgt. Donald Sabo Jr., who heads Investigation, Fire Inspection and Community Policing; Salisbury Township MS4 Coordinator, Building Code Enforcement Officer, Assistant Zoning Officer and Building Inspector Sandy Nicolo, and Salisbury Township Chief of Police Allen W. Stiles.

Salisbury Township solicitor Atty. John W. Ashley reviewed and prepared the amendments.

The goal of the ordinance is for landlords to keep their properties up to code, Township Manager Cathy Bonaskiewich said at the Sept. 27 workshop.

A change in a tenant would trigger a property inspection. The tenant is responsible for obtaining a moving permit.

“We propose to adopt this at the next meeting [Oct. 25],” Bonaskiewich said at the Oct. 11 township meeting.

The ordinance is to take effect 60 days after it’s adopted.

Discussion of the budget is expected during the Oct. 25 township meeting workshop when representatives of Eastern and Western Salisbury fire departments are to make their 2019 township budget requests.

In other business at the Oct. 11 township meeting, commissioners voted 5- 0 to approve the motions for:

Payment No. 3 to Kobalt Construction, Inc., Pocono Township, Monroe County, for Lindberg Park Phase 4 contracted work in the amount of $132,064.65 for a quiet garden and pickleball court.

Payment No. 2 to Kobalt Construction for Lindberg Park Phase 3 contracted work in the amount of $65,745 for demolition and removal of the pavilion and bathroom and preparation work for the playground.

Township Commissioner Rodney Conn made the motion, seconded by Commissioner Joanne Ackerman, to bring Payments No. 3 and 2 to a vote as one motion.

The commissioners also accepted the proposal for $147,746 received from Dutchman Contracting, LLC, Reinholds, West Cocalico Township, Lancaster County, for the construction of a pole building at Franko Farm Park.

Ackerman made the motion, seconded by Commissioner James Seagreaves, to bring the proposal to a vote.
