A federal indictment names 10 people in a drug trafficking case in which arrests were made and cash and property were seized at a Salisbury Township residence earlier this year.
The unsealed indictment was released to The Press Aug. 27 by the Philadelphia office of the Federal Bureau of Investigation and issued by Acting United States Attorney Louis D. Lappen.
Jose Luis Sanchez-Delgado, Amil Rodriguez- Dejesus, Edmanual Bahamundi- Vazquez, Javier Ramos-Ruiz, Mario Dejesus-Ocasio, Cristian Siberio-Rivera, Jose Luis Fuentes, Evizael Barbosa-Delgado, Jalil Collazo-Ortiz and Ramon Figueroa Jr. were charged on multiple accounts including alleged conspiracy to distribute cocaine, conspiracy to distribute heroin, distribution of a controlled substance within 1,000 feet of a school or playground, distribution of cocaine base “crack,” possession with intent to distribute heroin, possession of a firearm in furtherance of drug trafficking and felon possession of a firearm.
According to authorities, Sanchez-Delgado allegedly operated a cocaine trafficking business and obtained cocaine from sources in Puerto Rico and other locations for resale in Allentown and surrounding areas and involved Rodriguez-Dejesus, Bahamundi-Vazquez, Ramos-Ruiz, Dejesus-Ocasio, Fuentes and Siberio-Rivera and others in the enterprise.
Acts included allegedly assisting with obtaining cocaine in Puerto Rico, collecting payment for the cocaine, packaging and sending the cocaine from Puerto Rico to addresses in Allentown for further distribution, sending payment for cocaine shipments, accepting parcels of cocaine in Allentown, conducting drug transactions in Sanchez-Delgado’s absence and buying materials used for packaging controlled substances. Sanchez-Delgado and several of the other defendants also allegedly used telephone and text conversations to conduct business and coordinate payments, money transfers and tracking numbers.
Ramos-Ruiz allegedly received a parcel of cocaine at his residence in the 800 block of North Kiowa Street in Allentown and drove to the residence of Sanchez-Delgado located in the 1600 block of East Emmaus Avenue, Salisbury Township, according to the unsealed indictment.
A second package was sent to another residence in Allentown, according to the indictment.
On April 13, in a telephone conversation, Sanchez-Delgado allegedly told defendant Barbosa-Delgado where to find a firearm at his residence in the 1600 block of East Emmaus Avenue, Salisbury Township, and instructed Barbosa-Delgado to hide the firearm in a drawer.
According to the indictment, on or about May 19, Sanchez-Delgado possessed approximately 50 grams of cocaine, $4,814 cash, a digital scale, a bag of .40 caliber ammunition, a box containing 36 rounds of .40 caliber ammunition, a .40 caliber 22 round magazine, a vacuum sealer, bagging material, a grinder and drug packaging material. Siberio-Rivera allegedly had 3.5 grams of cocaine and approximately $14,698 in cash and Barbosa-Delgado possessed $15,960 cash, a Smith & Wesson handgun, four 9mm magazines and nine 9mm rounds of ammunition.
In mid-April, Collazo- Ortiz allegedly traveled to the home of Sanchez-Delgado where they discussed how to sell, price and market heroin. Sanchez-Delgado allegedly instructed Collazo-Ortiz to get boxes of cellophane baggies and Sanchez-Delgado, Collazo-Ortiz and others allegedly packaged heroin at Sanchez-Delgado’s residence in the 1600 block of East Emmaus Avenue, Salisbury Township.
In counts three to 13, Sanchez-Delgado is accused of “knowingly and intentionally” distributing heroin, cocaine and crack within 1,000 feet of Arts Academy Charter Middle School, 1601 Emmaus Ave., Salisbury Township, from Aug. 2016 to April 2017.
In count 14, Sanchez-Delgado allegedly “knowingly and intentionally possessed with intent to distribute 28 grams or more of a mixture and substance containing a detectable amount of cocaine base, or “crack,” within 1,000 feet of the Arts Academy Charter Middle School, 1601 Emmaus Ave., Salisbury Township, Aug. 17, 2016.
On or about May 19, Sanchez-Delgado allegedly had 50 grams of cocaine within 1,000 feet of the school, described by authorities as a “public secondary school.”
In a notice of forfeiture enclosed in the unsealed indictment, the 10 defendants forfeited to federal authorities more than $35,590 cash, a Kawasaki motorcycle, a white Honda all-terrain vehicle, a red and black Honda all-terrain vehicle, two tow trucks and a boat.
