Heidelberg administrator seeks rules on block parties

Township Administrator Janice Meyers told Heidelberg supervisors during their July 20 meeting there should be a resolution or ordinance covering items such as block parties.

She wants something in writing to show people when they come in with questions about this type of social event.

Zoning Officer Chris Noll said he would see what he could do.

The resolution or ordinance would need to cover ease of access, sufficient parking and release of the township from liability.

There were 18 ambulance calls in June with NOVA responding to 95 percent of the calls. It involved 336 man hours. Average response time was 9.2 minutes.

The grant application for the walking trail at the Northwestern Recreation Community Park needed more information which has been supplied, Noll said.

He also reported to the board the Sell Road garbage problem has been dealt with. There have been complaints at Heidelberg Heights about the use of a sump pump but that is considered a private issue.

Noll is working with the owner of the barn that is falling down on Sawmill Road. The owner is obtaining a permit to reconstruct it instead of just demolishing it.

Weisenberg Township’s ordinance providing a tax credit for emergency volunteers will be used by Heidelberg as a sample.

The credit would only be for the lot on which there is a domicile and not include connected lots.

Weisenberg’s solicitor is reviewing the ordinance.

Matt Szuchyt, local government liaison for Sen. Pat Browne, R-16th, said Browne’s office receives many calls from residents of the school district but most of them are in the township jurisdiction.

He said he visits the townships to offer help if they have any needs with which he could assist.

The township, in the past, received a list of events from the fire company where fire police are needed and approved them.

Now the location where they will help out will be required to request the help.

Meyers said she had only one request to ask for help from another company’s fire police.

Tim Metzger of Hollenbach Road said there is a problem with the swales near his house and stormwater is pushed onto his property.

Noll said the swales were created with the expectation they would be maintained.

Roadmaster Kevin Huber will be asked to look at the area again.

Supervisor Steve Bachman asked if there was any paperwork on the swales but Supervisor David Fink said it had not been on the plan.

Something has to be done for the good of the community, Noll said, adding he will review the plans.

“It’s been a five-year problem,” Metzger said.

Capt. Bill Shellhammer of Goodwill Fire Company, Germansville, told the board Deputy Chief Randy Metzger is in Montana helping fight fires.

Shellhammer said the company will be selling blooming onions and funnel cakes at the annual Night in the Country celebration in August.

The popular firefighter games also will take place at the event.

A new fire truck is being purchased. The quint is a single axle truck with an elevated master stream that can shoot water down into a burning building.

The quint will replace a 26-year-old truck.

There were two new volunteers at the fire company’s wing night, and two campaigns have been held to recruit new members for the fire company to become firefighters or help with events.

Shellhammer stressed anyone volunteering as a firefighter will have his or her $600 basic firefighter training fee refunded if they pass the course.

This also applies to more advanced courses.
